Quick Summary
The USACE-Chicago District is conducting a Market Survey/Sources Sought for the Chicago Sanitary and Ship Canal (CSSC) Barrier IIB High Voltage Power Supply (HVPS) Procurement at the Barrier 2B facility in Romeoville, Illinois. This notice aims to identify qualified firms capable of providing custom design, fabrication, testing, and delivery of specialized HVPS units. Responses are due by June 17, 2026.
Scope of Work
The project requires the custom design, fabrication, testing, and delivery of three complete, fully functional High Voltage Power Supplies: two 1.5 MW units and one 350 kW unit. These units must seamlessly replace existing equipment, utilize a 24-pulse SCR configuration for rectification, incorporate all copper-wound transformers, and integrate with the existing Pulse Generating Control System (PGCS) without software or wiring modifications. The new HVPS units must also fit within the current facility footprint and structural constraints.

- Company identification, including small business status, UEI, and CAGE Codes.
- Documentation of current single and aggregate bonding capacity.
- No more than three example projects (95% complete or completed in the past five years) where the firm served as the prime contractor. Projects must be of similar scope and size, demonstrating experience with custom design, fabrication, factory testing, and delivery of multi-megawatt HVPS utilizing 24-pulse SCR technology and copper-wound transformers, successful integration with proprietary control systems, and compliance with IEEE 519 harmonic distortion limits within stringent physical space constraints and heavy industrial applications. Each project must include references, scope, size, dollar value, contract type (design-bid-build or design-build), percentage of self-performed work, and number of subcontractors.
- A plan detailing how the firm will meet the Limitations on Subcontracting (FAR 52.219-14) requirement for small businesses to perform at least 50% of the cost of manufacturing supplies (excluding materials) with their own employees.
