This document provides clarifications and answers to questions regarding the "Fort Bliss CWR" solicitation, addressing existing infrastructure, requirements for new implementations, and technical specifications.

• Existing Infrastructure: The government currently utilizes consumer-grade Linksys Model E5350 Wi-Fi routers in Child Waiting Rooms E1206 and A160. These are considered obsolete and require an upgrade to a small/medium business grade. Existing internet service is provided by Conterra Networks via Ciena 3903 devices at the demarcation points.
• New Implementation Requirements: The solicitation requires the provision of two replacement Wi-Fi routers and four replacement wireless ceiling-mount security cameras per location. Cameras must support rolling recording, remote live monitoring, and remote pan-tilt-zoom without a subscription. One tablet (iPad) per location is also required for accessing an internet-based web app.
• Coverage: Wi-Fi coverage is strictly limited to within the specified rooms (E1206 and A160) and does not extend outdoors. No obstructions are present within these rooms.
• Network Configuration: Multiple SSIDs, content filtering, and user access tracking are not required. The network will not support devices other than the specified cameras and a management tablet/laptop.
• Award Methodology: The government clarified that the award methodology will be Lowest Price Technically Acceptable (LPTA), which will impact the technical approach and service architecture, favoring dedicated DIA services over broadband.
• ISP Handoff: For new installations, the ISP must provide fiber-to-copper transition equipment at the demarc points. Existing rack space is available, and a fiber-to-copper transition is required.

This document clarifies that existing consumer-grade Wi-Fi routers need to be replaced with business-grade equipment. It also specifies the need for new cameras and tablets, and confirms the LPTA award methodology. Bidders should consider these updated requirements and the LPTA evaluation criteria when preparing their proposals.

Performance Work Statement (PWS)

To provide commercial internet service for two Child Waiting Room (CWR) locations at William Beaumont Army Medical Center (WBAMC) on Fort Bliss, Texas. This service is intended for non-government devices, supporting network and security cameras, live video streaming, and tablet connections.

• Provide commercial, non-government internet service for two locations: Mendoza Clinic and WBAMC East Clinic CWR.

• Ensure reliable internet speeds between 200Mbps and 500Mbps.

• Contractor must have a presence at Fort Bliss or access to perform work.

• Contractor is responsible for installation, fiber connections, internet service (2 static IPs), and maintenance.

• Provide onsite technical support for outages not caused by the government.

• Provide IT support for configuration of all equipment, including tablets and cameras.

• Comply with all applicable Federal, State (Texas), and local laws and regulations.

• Internet speed: Minimum 200Mbps, Maximum 500Mbps.

• Service interruptions must be addressed within 24 hours of reporting.

• Routine maintenance outages require 48-hour advance coordination.

• Contractor performance will be evaluated per the Quality Assurance Surveillance Plan (QASP).

• Period: Firm-fixed-price contract with a 12-month base period (August 1, 2026 - July 31, 2027) and four (4) 12-month option periods.

• Place: William Beaumont Army Medical Center, East Clinic, Rooms E1206/E1427, Fort Bliss, TX; and Mendoza Clinic, Room A160, Fort Bliss, TX.

• Personnel: Must speak, read, and understand English fluently. Employees require ID badges and must comply with installation access and security procedures.

• Training: All contractor employees must complete Antiterrorism (AT) Level I training within 5 calendar days of the contract start date and annually thereafter. iWATCH training is also required.

• Security: Contractor personnel will not have access without government escorts. No access to classified information is permitted.

• Safety: Contractor must establish and maintain a safety plan and comply with OSHA and Army safety regulations.

• Reporting: Monthly invoicing on a single invoice. Provide a call list refreshed quarterly. Provide repair records upon completion of each service call.

• Key Personnel: An Account Manager (AM) and alternate AM are required, available during specified business hours.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial services to provide internet service and maintenance. The contractor will be responsible for providing internet and wireless connections to the Mendoza Soldier Family Care Clinic CWR area and the WBAMC East Clinic CWR area. The required internet speed is between 200Mbps and 500Mbps. The contractor must have a presence at Fort Bliss for work performance.
