Quick Summary
The Federal Bureau of Investigation (FBI), CJIS Division, has issued a Special Notice (Notice of Intent) regarding a sole-source acquisition for custom carpet tile replacement in its Main Building office areas in Clarksburg, WV. This notice is NOT a request for proposals. The FBI intends to procure approximately 1600 square yards of specific "710U0 Yuma Carpet Tile" from Continental Flooring Company. Interested parties must submit clear and convincing evidence that competition would be advantageous to the Government by May 13, 2026.
Purpose & Scope
The FBI requires replacement carpeting due to existing carpet presenting a safety hazard (tripping) and being costly to maintain, especially when accessing underfloor utilities. The scope includes replacing approximately 1600 square yards of carpeting in hallways and office areas. The required carpet must be "710U0 Yuma Carpet Tile 24" x 24" 22 oz. 87750 Word Play" to precisely match the existing custom color and pattern. It must also be durable enough to be repeatedly removed and reinstalled without damage or loss of shape. The acquisition includes carpeting, glue, and a fee for custom color and pattern matching.
Contract Details
- Contract Type: Firm Fixed Price
- Estimated Value: $64,788.24
- Place of Performance: FBI CJIS Division, Clarksburg, WV
Sole Source Justification
This procurement is justified as a sole-source acquisition under FAR 8.405-6(c) and FAR 8.405-6(a)(1)(i)(B), citing that only one source is capable of providing the unique or highly specialized supplies. Continental Flooring Company is identified as the sole source because they were the original supplier and possess the proprietary formula for the custom color and pattern match of the existing carpet. Using a different carpet would create safety hazards due to mismatched thickness and would not withstand repeated removal for utility access.
Response Requirements
This is a Notice of Intent, not a solicitation. The Government will not issue a solicitation for this requirement unless responses provide clear and convincing evidence that competition would be advantageous. The determination to compete is solely at the Government's discretion.
