The Defense Finance and Accounting Service (DFAS) is seeking information from interested and capable vendors for maintenance and on-call service support for Closed-Circuit Television (CCTV), Intrusion Detection System (IDS), and Access Control System (ACS) located at DFAS Indianapolis, IN.

• Routine preventative maintenance
• Troubleshooting and repair
• System administration and configuration support
• Installation, removal, and replacement of system components

Vendors should demonstrate experience and expertise in:

• LENEL ON Guard System software applications
• LENEL Certification
• LENEL Value Added Reseller (VAR) status
• Bosch and DMP Intrusion Detection Systems panels
• Bosch and DMP Reseller authorization

Interested vendors are requested to submit a Contractor Capability Survey, a capability statement (limited to three pages), and rough estimated pricing. The submission should include company information, POC details, business size, explanation of how requirements will be met, and estimated pricing.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for maintenance and on-call service support for the Closed-Circuit Television (CCTV), Intrusion Detection System (IDS), and Access Control System (ACS) at the Defense Finance and Accounting Service-Indianapolis (DFAS-IN).

• Furnish all labor, supervision, tools, materials, equipment, hardware, software, and field devices to ensure DFAS-IN ACS and IDS remain fully operational and properly installed.

• Access Control System (ACS) includes: LENEL System Administration, Alarm Monitoring, Video Viewer support, and Automatic door openers.

• Intrusion Detection System (IDS) includes: DMP and Bosch system panels and associated components.

• The contract covers maintenance, repair, and replacement-in-kind of existing DFAS-IN ACS and IDS components. New system installations, capacity increases, or expansions are outside the scope.

• Place of Performance: Defense Finance and Accounting Service-Indianapolis, 8899 East 56th Street, Indianapolis, IN 46249.

• Period of Performance: One (1) year base period with four (4) one-year option periods, not to exceed five (5) years total.

• Emergency Response: Qualified technician within 4 hours for critical assets, 24 hours for non-critical assets, 24/7/365.

• Non-Emergency Response: Qualified technician within 24 hours for non-emergency repairs during normal business hours.

• Completion Timeline: Emergency repairs within 24 hours for critical assets, 48 hours for non-critical assets. Non-emergency repairs within 5 business days.

• System Availability: Maintain ≥ 98% monthly uptime per standalone system.

• Reporting: Monthly Uptime Report, Test Reports, Manufacturer's Field Reports, Service Records.

• Qualifications: Demonstrated working knowledge of Lenel OnGuard, authorized reseller status for LENEL, Bosch, and DMP. Technicians must have current manufacturer certifications and a minimum of three years of experience.

• Security: Personnel must be U.S. Citizens, meet fitness review and background investigation requirements (Tier 3 or equivalent minimum), and complete mandatory security training.

• Invoicing: Compliance with Wide Area Workflow (WAWF) electronic invoice system.

• Data Protection: Compliance with CMMC Level 1 requirements for Federal Contract Information (FCI).
