Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The U.S. Army Capability Program Executive Command and Control Information Network (CPE C2IN), in partnership with the Open Innovation Lab (OIL) at Aberdeen Proving Ground (APG), is hosting a CMFF Chassis Plug Fest. This Special Notice invites industry partners to a collaborative technical demonstration focused on the Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, Reconnaissance (C5ISR) and Electronic Warfare (EW) Modular Open Suite of Standards (CMOSS) Mounted Form Factor (CMFF). The event aims to validate interoperability, standards-conformance, and mission-readiness of CMFF-aligned hardware and software. Notices of Intent (NOI) are due by July 1, 2026.
Event Purpose & Goals
The primary focus is to identify additional Commercial or Non-Developmental CMFF-aligned chassis, cards, and software applications that can benefit the Next Generation Command and Control (NGC2) ecosystem. Key goals include:
- COTS Readiness Evaluation: Evaluate industry readiness to develop CMFF System of Systems for Ground and Aviation Platforms.
- Advance NGC2 Integration: Validate CMFF chassis and payload integration within the NGC2 technology stack.
- Future-Proof Ecosystem: Assess CMFF's ability to support emerging NGC2 payloads (e.g., AI/ML, resilient communications).
- Standardized Interoperability: Identify and resolve technical challenges related to SOSA, FACE, VICTORY, and MORA APIs for "plug-and-play" capability.
Event Details & Participation
- Dates: August 17 – 28, 2026
- Location: Open Innovation Lab (OIL), Aberdeen Proving Ground (APG), MD
- Format: Hands-on laboratory integration and structured test threads.
- Security: Participants must be US Citizens with valid Government-issued identification and prior security vetting.
- Who Should Participate: Industry partners developing or integrating CMFF-aligned Chassis, Plug-in Cards (PNT, SBC/GPU, SDR, EW), software for CMOSS/SOSA services, and ancillary equipment (ruggedized displays, switches).
Submission Instructions
Interested parties must submit a Notice of Intent (NOI) by July 1, 2026. The NOI should be a maximum 2-page summary of the hardware/software intended for demonstration, detailing its alignment with CMFF and specific technology areas (e.g., PNT Cards, SBCs/GPUs, SDR Cards, Switch Cards, IO SBCs, SOSA Power Supply Cards, Ruggedized CMFF chassis, Ruggedized touchscreen Displays, CMFF software applications, Cross Domain Solutions, or other CMFF-aligned technologies). Selected participants will receive a detailed Technical Data Package (TDP), Test Plans, and security forms.
