This solicitation is for CNAL Force Travel Logistics Support. The contractor will provide logistics support in travel administration to assist Commander, Naval Air Force Atlantic (CNAL) in achieving its goals. This support encompasses tasks necessary to provide global logistics management support, oversight, training, and management services to support the Naval Operational Forces (NOF), covering all aspects of travel administration, automated information systems, software applications, business processes, and financial management for the NOF units.

• Reporting and Analysis: Analyzing travel administration reports, measuring logistics effectiveness, identifying systemic barriers, supporting government with analytical techniques, collecting and analyzing travel funding data, compiling annual travel cost data, performing data analysis and internal audits, collecting and tracking financial data, and producing financial analytical reports.

• Travel Document and System Support: Validating, correcting, and reconciling travel documents in the Defense Travel System (DTS), preparing travel documents for signature, assisting and training NOF personnel in database accuracy and audit trail research, and researching and recommending corrections for erroneous financial transactions.

• Government Travel Charge Card (GTCC) Program Support: Providing assistance and training on the GTCC Program, researching subordinate command accounts, providing GTCC on-site and distance support, and performing in-depth analysis of GTCC-supported units.

• Centrally Billed Account (CBA) Support: Serving as a non-certifying CBA Specialist, including reconciling monthly CBA invoices and tracking open invoices.

• Emergent Support: Providing necessary support for emergent requirements.

• Deliverables: Monthly Summary Report, Monthly Delinquency Reports, and GTCC Mid-Cycle & Pre-suspension Report.

• Contract Type: Firm Fixed Price (FFP).

• Period of Performance: Base Year: 1 September 2024 - 31 August 2025; Option Year 1: 1 September 2025 - 31 August 2026.

• Evaluation Factors: Award will be made to the responsible Offeror whose quote represents the best value, considering price and other factors. The Government will award on the basis of price and proof of required clearance, unless past performance information indicates otherwise. A price, past performance tradeoff may be conducted. Factor I (Facility Clearance) will be evaluated on an acceptable/unacceptable basis. Price will be evaluated for reasonableness.

• Submission Requirements: Quotes must include proof of a current Secret Facility clearance and a detailed cost/price breakdown. Specific formats and page limits apply to Facility Clearance (5 pages, Word or PDF) and Price (No Limit, Microsoft Excel).

• The acquisition is set aside for Small Business, with a NAICS code of 541611 and a size standard of USD 24,500,000.00.
