Statement of Work (SOW) / Performance Work Statement (PWS)

To provide monthly collection and disposal of medical waste for the Department of Chemical and Biological Science and Engineering at USMA.

• Collection: Monthly collection of medical waste from the 3rd floor of Bartlett Hall, West Point, NY 10996, after pre-coordination with department staff at least 24 hours in advance. The contractor will use their own equipment and personnel.

• Disposal: Disposal of collected waste must meet all state and federal regulations.

• One (1) Base Year: 9 months

• Two (2) 12-month Option Periods

• Quality Control: Contractor is responsible for delivering quality services. A written Quality Control Plan (QCP) is required within 10 days of contract award. The QCP must address continuous process improvement, inspection procedures, discrepancy identification and correction, root cause analysis, and trend analysis.

• Quality Assurance: The COR will evaluate performance based on a Quality Assurance Surveillance Plan (QASP).

• Contractor Manpower Reporting: All contractor labor hours must be reported via http://www.ecmra.mil. Reporting includes details such as contract number, labor hours and dollars, and location of work.

• Personnel: Must possess and maintain current certifications. Must be able to read, write, speak, and understand English. U.S. citizenship is required unless approved otherwise. Information Assurance Technician (IAT) Level I professional certification is required. Anti-Terrorism (AT) Level I Training must be completed within 30 days of contract performance. iWATCH training is also required.

• Security: Compliance with applicable installation, facility, and area commander security policies and procedures. Background checks are required.

• Key Personnel: A Program Manager (PM) and Alternate PM (APM) are required, with specific experience qualifications. They must be available during specified hours.

• Organizational Conflict of Interest (OCI): Contractors must disclose any potential OCI and adhere to FAR Subpart 9.5. Constraints may be imposed to avoid conflicts.

• Hours of Operation: Services to be provided between 7:30 AM – 4:00 PM, Monday through Friday, except federal holidays or when the government facility is closed. Overtime is not authorized.

• Holidays: Contractor is normally not required to perform services on recognized federal holidays, but subject to mission requirements. Options exist for rescheduling work due to unforeseen closures.

• Contractor shall furnish all supplies, equipment, parts, and services not listed as government-furnished.

Solicitation / RFP / RFQ

This solicitation is for the collection and disposal of medical waste generated by the Department of Chemical and Biological Science and Engineering (D/CBSE) at the United States Military Academy at West Point, NY. The service provider must ensure all disposal is in compliance with federal and state regulations and provide all necessary resources for collection and disposal.

• Collection of medical waste from dissections conducted in various biological classes and research activities.

• Disposal of collected waste in compliance with federal and state regulations.

• Provision of all necessary resources, including personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision.

• Approximately five cardboard medical waste containers (28-32 gallons each) to be collected per service visit, with one service visit per month.

• The contract is anticipated to begin in Spring 2026.

• The contract has an option to renew for an additional two years.
