Amendment / Modification

• This amendment cancels Solicitation 1240BD26Q0003 in its entirety, effective March 19, 2026.

• The Government has determined that changes to the requirement, specifically the addition of an alternative material option (HDPE), are substantial enough to warrant a new competition.

• No award will be made under the current solicitation.

• A new solicitation incorporating revised specifications will be posted to SAM.gov.

• The entire solicitation is canceled.

• The original solicitation is canceled, and a new one will be issued. Interested parties are encouraged to participate in the new requirement.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for the replacement of an existing swim dock at Sullivan Lake Campground, Colville National Forest, Metaline Falls, WA. The goal is to provide a new, safe, and functional swim dock.

• Removal and Disposal: Complete removal and disposal of the existing swim dock and associated hardware at an off-site, legal waste facility, in accordance with Washington State environmental regulations. This task must be completed after the new dock is installed to ensure the swimming area is not left without a dock during peak season.

• New Dock Installation: Furnish, transport, install, and anchor a new swim dock in the water at Sullivan Lake Campground. The installation must consider seasonal water level fluctuations and high winds.

• New Dock Characteristics: The new dock must meet specific salient characteristics including:

  • Construction: Marine-grade aluminum or galvanized steel frame with encapsulated foam flotation.
  • Freeboard Height: Minimum 12" and maximum 18" under dead load.
  • Decking: Non-slip composite board (light grey or cedar tone).
  • Safety: Black dock edging and a detachable 4-to-5 step swim ladder. If delivered in sections, a flush coupling system with rubber safety covers is required.
  • Anchoring: A flexible anchoring system from each corner capable of securing the dock to a rocky/sand bottom (approx. 30ft depth), with anchors sufficient for peak wind events.
  • Lighting: Solar-powered LED lights on each corner.

• Deliverables:

  • Delivery/Work Schedule: Due NLT 7 business days prior to delivery.
  • Final Inspection Report: Upon completion and acceptance of installation.
  • Invoices: Submitted via IPP.gov NLT 10 days after Government acceptance.
  • Manufacturer Warranty Documentation: Must provide the same warranty terms offered to the general public.

• Performance Measurement: The Government will monitor performance based on the successful completion of removal/disposal, dock installation meeting salient characteristics and safety standards, and project timeliness. Performance will be rated in COR reports and CPARS.

• Period of Performance (POP): Date of Award (estimated April 2026) through September 1, 2026.

• Installation Window: Contractor must coordinate with the COR to time installation with optimal water levels.

• Place of Performance: Sullivan Lake Campground, Colville National Forest, Metaline Falls, WA.

• Contract Type: Firm-fixed-price, non-personal services contract.

• Safety: Contractor shall provide and maintain necessary safety barriers or signage to prevent public access to the work area during removal and installation.

• Government Furnished: None.

• Travel: None.

• Contractor's Key Personnel: Project Manager (PM) is the Primary Point of Contact (POC) for the CO/COR.

• Data Rights: None.

• Section 508: Not applicable.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for the replacement of a swim dock at Sullivan Lake Campground, Colville National Forest (CNF), Washington. The contract will involve the removal and disposal of the existing dock and the furnishing, delivery, and installation of a new swim dock.

• New Swim Dock: Furnish and deliver one new swim dock including frame, flotation, decking, ladder, and anchor kit. This includes travel and mobilization.

• Installation & Anchoring: Assemble (if required), launch, and anchor the new dock at Sullivan Lake Campground, in accordance with the Performance Work Statement (PWS).

• Removal & Disposal: Disassemble, haul off, and dispose of the existing dock at a legal off-site facility, including all travel and mobilization.

• Salient Characteristics: The new dock must meet specific characteristics detailed in Attachment 2.

• Period of Performance (POP): Estimated from Date of Award (April 2026) through September 1, 2026. Installation must be coordinated with the COR for optimal water levels.

• Contract Type: Firm-Fixed-Price.

• Pricing Basis: All prices must include labor, materials, transportation, and applicable taxes/fees.

• Payment: Upon government acceptance of each completed CLIN.

• Submission Deadline: Offers are due by 11:00 AM PST on March 10, 2026.

• Submission Method: Offers must be submitted electronically via email to the Contracting Officer.

• Offer Acceptance Period: Offers must remain firm for 60 calendar days from the submission date.

• Evaluation Factors: Offers will be evaluated based on:

  1. Technical Capability: Ability to meet salient characteristics, proposed work schedule, lead time for delivery, and on-site removal/installation time. Evaluation based on product literature, technical features, and work schedule.
  2. Past Performance: Record of successful performance on similar projects (e.g., dock installation). Offerors without relevant past performance will be evaluated neutrally.
  3. Price: Total price for reasonableness and fairness via price analysis, including removal/disposal and installation.

• Award: The Government intends to award a contract to the responsible Offeror whose offer is most advantageous, price and other factors considered. Award will be made without discussions.

• This solicitation incorporates provisions related to Small Business Set-Aside (52.219-6).

• Offerors must be registered in the System for Award Management (SAM).
