Scope of Work
NOAA is seeking information on commercially available solutions that can provide a multi-cloud data infrastructure as code (IaC) platform template. Key capabilities and requirements include:
- A modern data architecture featuring federation, storage, and a common catalog.
- A scientific development area with virtualized workstations and compute resources.
- Secure data access services.
- FedRAMP Moderate cloud services with robust Identity, Credential, and Access Management (ICAM).
- FISMA-High accreditation for data architecture and access, and FISMA-Moderate for the science development area.
- Interoperability as a foundational data plane for governed access to various COTS data platforms.
- Automated CI/CD pipelines and APIs/Interfaces for AI Agents.
- Capabilities for data science, analytics, and AI/ML development.
- Integration with at least four NOAA data use cases and enablement of AI through data and technological solutions.
- Delivery of initial architecture diagrams, documentation, Key Performance Indicators (KPIs), and scalable cost estimates.
