Request for Information (RFI)

This RFI is issued by the Air Combat Command (ACC) Acquisition Management and Integration Center (AMIC) for market research purposes. The goal is to identify sources and capabilities for Command and Control, Intelligence, Surveillance and Reconnaissance (C2ISR) Staff Support. This RFI is for planning purposes only and does not constitute a Request for Proposal (RFP).

The effort involves providing non-personal knowledge-based services to support ACC's C2ISR Division (A3C). Key areas include support for the Air Operations Center (AOC), Control and Reporting Center (CRC), Battle Control Center (BCC), Integrated Air and Missile Defense (IAMD), E-7 Wedgetail, AWACS, E-11 BACN, and Airborne Reconnaissance Operations. Services will result in information, advice, analyses, recommendations, documents, scheduling, and training.

• Period of Performance: One-year base period, four one-year option periods, and a six-month extension.

• Anticipated Award Date: November 23, 2026.

• Performance Start Date: January 1, 2027, with a one-month transition period.

• A DD254 and Top Secret (TS) Facility Clearance (FCL) will be required.

• Contractor personnel must obtain/maintain TS clearance, Sensitive Compartmented Information (SCI) eligibility, and NATO Secret clearance.

• Interested parties should respond using the "C2ISR Support RFI Response Form" (Attachment 2).

• Responses should detail capabilities and capacity related to the Draft PWS (Attachment 1).

• Limit responses to 5 pages, using 11-point or larger font.

• Do not include proprietary information.

• Submissions become Government property.

• Deadline: June 30, 2026, at 3:00 PM EST.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for Command and Control, Intelligence, Surveillance, and Reconnaissance (C2ISR) Staff Support for Headquarters Air Combat Command (HQ ACC), Operations Directorate (ACC/A3). The objective is to support ACC/A3C in organizing, training, and equipping the Combat Air Force (CAF).

The contractor shall provide knowledge-based services to support the Air Operations Center (AOC), Control and Reporting Center (CRC), Battle Control Center (BCC), Integrated Air and Missile Defense (IAMD), E-7 Wedgetail, AWACS, E-11 BACN, and Airborne Reconnaissance Operations. Key tasks include:

• Reviewing, developing, and preparing responses to ACC and Air Staff taskers.
• Preparing and coordinating command-level briefs and staff packages.
• Developing doctrine, instructions, policies, regulations, and operational concepts.
• Attending and participating in meetings, conferences, and working groups related to weapon system acquisition, sustainment, and operations.
• Liaising with various agencies to synchronize policy and doctrine.
• Managing electronic files and creating/maintaining SharePoint or Microsoft Teams sites for documentation.
• Supporting C2ISR assets and POCs for the Crisis Action Team (CAT) during national crises, natural disasters, and exercises.
• Providing support for AOC/AFFOR programming, operations, testing, configuration management, and training.
• Supporting Airborne Reconnaissance Operations, including RC/WC-135, COMPASS CALL, and EMBM functional management and operational support.
• Providing support for Airborne C2 Training and Functional Management for E-3, E-7, and E-11 systems.
• Supporting Ground Battle Management Systems (GBMS) for CRC and BCC operations, training, and functional management.
• Providing C2ISR Operations Division Level Support, including executive administrative support, systems administration, video-teleconferencing, and SharePoint/knowledge management.
• Supporting Risk Management Framework and Authority To Operate/Connect Program.
