  • Submittal Date
  • Contact Information (technical and contracting POCs)
  • Organization Information (type, name, address, UEI, CAGE code)
  • Solicitation Number
  • Topic Number and Name (TOPIC 11: Living Marine Resources)
  • Project Title
  • Cost Estimate (by Calendar Year), including project management costs (e.g., fact sheets, reports, IPR attendance).
• Abstract Content: The remaining pages should detail:
  • Technical Approach (background, addressing need topic, maturity, performance criteria, leveraged funding, risks, tasks, deliverables)
  • Offeror's Related Experience
  • Principal Investigator's and Key Team Members' Experience (including CVs, not counting towards page limit)
  • Project Benefits (to the Navy, application of results, advantages over current approaches)
  • Schedule/Milestones (start/completion dates, detailed task breakdown)
  • Product Implementation (intended products/deliverables, end-users, transition methods, guidance documentation, technical risks).
• Submission Process: Abstracts are accepted only during open season, specified on the Broad Agency Announcement (BAA) solicitation. For non-federal applicants, abstracts should be submitted via email to nicole.m.mendes2.civ@us.navy.mil and katelyn.t.rydberg.civ@us.navy.mil before the BAA deadline.

• NAICS Code: 541715 (Size: 1000 employees) is provided for reference.
• Applicable Topic: Selection of the most applicable topic name and number from the BAA solicitation.
• Technical Description: Description of the proposed technology/methodology, emphasizing innovation and advancement.
• Scientific/Technical Merits and Objectives: Details on the proposed work's scientific merit and expected advancements.
• Project Plan: Execution plan and schedule.
• Estimated Cost: Breakdown of estimated costs.
• Capabilities, Experience, Personnel & Techniques: Information on the Offeror's qualifications and past performance.
