• DoWEA School Eligibility: Contractor dependent children are generally eligible for DoWEA schools, but currently, there is no availability until at least the '28-29 school year. Information on on-base and off-base school options is provided via links.
• Tuition Costs: As this is a Firm Fixed Price contract, individual cost elements like tuition are not considered by the government. Tuition fees for on-base schools can be obtained directly from the school. Public (free) and private (tuition-based) school systems are available in Spain.
• Spouse Off-Base Employment: Contractor dependent spouses are generally not authorized for employment in the Spanish local economy if their status is included under the contractor employee's ODC approval. Separate residency and work visas are required for Spanish company employment.
• Spouse On-Base Employment: Contractor dependents may apply for US Government positions on base through USAJobs.gov.

Sources Sought Notice

NAVSUP Fleet Logistics Center, Sigonella – Rota is conducting a market survey to identify interested and capable businesses for logistic and analytical services in support of Combat Task Force Six Eight (CTF68). This notice is for planning purposes only and is not a solicitation. Large businesses are not required to respond. The government intends to use the information to assist in acquisition planning and potentially set aside the contract for small businesses or socioeconomic programs (8(a), HUBZone, SDVOSB, WOSB/EDWOSB).

• Logistic and analytical services.

• Support required onsite at Naval Base Rota.

• Travel required up to 20% of the time (CONUS and OCONUS).

• Approximately 5-10% of hours will be dedicated to TS/SCI work.

• Operations Planner and Operations Specialists are the only labor categories required to perform TS/SCI work.

• Estimated level of effort: 2 FTE Operations Planners (GS-12 equiv.), 1 FTE Operations Specialist (GS-12 equiv.), 1 FTE Logistics Planner (GS-12 equiv.).

• Anticipated single award, Firm Fixed Price (FFP) contract.

• One-year base period with four (4) one-year option periods.

• Potential six-month extension under FAR 52.217-8.

• This is a follow-on contract to N68171-21-P-6002, expiring August 8, 2026.

• Both Secret and Top Secret Clearances are required.

Form / Attachment / Pricing Sheet

• Respondent Information: Fields for Company Name and whether the respondent is acting as Prime, SSE, or JV.
• Customer Point of Contact (POC): Name, Agency, Phone, and Email for the customer on a previous contract.
• Contract Details: Contract Number, Period of Performance (From/To), Contract Type (e.g., CPFF, FFP), Prime or Sub status, and Contract Value / Obligated Amount.
• Work Summary: A section to provide a brief summary of the work performed.
• Capability Demonstration: A section to describe how the work demonstrates capability, with specific instructions for primes to detail management infrastructure, procurement capacity, and execution ability.

Respondents are expected to fill out all relevant fields accurately. The POC phone and email are explicitly required for verification of performance.
