Scope of Work & Requirements
The contractor will provide commercial datasets containing comprehensive housing data. Key requirements include:
- Data Sources: Public records (e.g., property tax assessments) and non-public sources (e.g., Multiple Listing Services), enhanced with estimated home values from a vetted automated valuation model.
- Data Elements: Must include public records (tax, sales, mortgages, foreclosures), rental data, modeled housing value, open liens, MLS data, parcel boundaries, master address lists, HOA/COA data, vacancy/occupied status, and enhanced characteristics (e.g., modeled risk of natural hazards).
- Geographic Coverage: 50 states, DC, Puerto Rico, and U.S. territories (priority territories include Puerto Rico, American Samoa, CNMI, Guam, and U.S. Virgin Islands).
- Format & Delivery: Single, fixed-length ASCII, CSV, Parquet, or shapefile/GeoJSON format, delivered via the U.S. Census Bureau's Managed File Transfer (MFT) system. A complete data dictionary is required with every delivery, including the initial delivery within 30 days of contract award.
- Quality & Vintage: Data elements must have no errors 98% of the time and be the most current available.
- Technical Support: Acknowledge inquiries within 8 business hours and resolve issues within 48 business hours.
Contract Details
- Contract Type: Firm Fixed Price (FFP) with an Optional CLIN for Special Projects (CLIN 0002 has a Not-To-Exceed amount of $4,500.00 per period).
- Period of Performance: A 5-year lifecycle, including a 12-month Base Period (projected start April 13, 2026, ending April 12, 2027) and four (4) one-year option periods, extending through April 12, 2031.
- NAICS Code: 518210 – Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services.
- Set-Aside: None. A subcontracting plan is required.

- Data Ownership: The Government does not intend to claim ownership of the commercial data itself, but the data will become commingled and effectively the property of the Census Bureau.

- Solicitation Sections Updated: Sections B.4.1 (CLIN Descriptions), C.4.1 (Data Usage and Retention Rights), and F.5 (Deliverables and Work Products) have been modified. Bidders must review these updated sections.
