This document provides responses to vendor questions regarding the Keesler Air Force Base Commercial Internet Services solicitation (FA301026Q0011).

• VoIP Capability: The VoIP capability is intended to be the same as commercial/residential IP services. It serves as a secondary communication path if the base VoIP system fails. No specific VoIP service requests beyond this capability are currently made.
• Wi-Fi Responsibility: The Air Force Base will implement and maintain the Wi-Fi distribution system. The vendor is not responsible for establishing the Wi-Fi distribution system. The request is solely for the establishment of a commercial internet feed.
• Wi-Fi Scope: The "Dragon Net-Commercial Wi-Fi Base-Wide (Non-Training)" requirement refers to the commercial internet feed being provided, not the vendor's responsibility for Wi-Fi distribution. The Air Force Base is responsible for distributing commercial internet services.

This Q&A clarifies the vendor's responsibilities regarding VoIP and Wi-Fi, confirming that the vendor's role is limited to providing the commercial internet feed, not the Wi-Fi distribution system itself.

Solicitation / RFP / RFQ

This solicitation (FA301026Q0011) is for Commercial Internet Service and Commercial VOIP Telephone Service. The acquisition is unrestricted.

• Commercial VOIP Telephone Service with 99% uptime.

• Commercial Internet Service with varying bandwidths (10Gb, 20Gb, 30Gb, 40Gb, 50Gb) and 99% uptime.

• Services must be provided in accordance with the Performance Work Statement (PWS).

• The PWS is attached as Attachment 1.

• The contract is for commercial products and commercial services.

• Pricing arrangement is Firm Fixed Price.

• The period of performance includes a base period and multiple option periods.

  • Base Period: July 1, 2026 - June 30, 2027
  • Option Periods extend through June 30, 2031.

• Offer Due Date: May 21, 2026, 10:00 AM Local Time.

• Quotes must be submitted electronically.

• Evaluation will be based on compliance with solicitation requirements, price, and technical capability.

• Technical capability will be evaluated based on prior experience and adequate resources for providing commercial internet and VOIP services.

• Offerors must provide a written statement that no exceptions are taken to Attachment 1 - PWS.

• Price quotes will be evaluated for completeness, fairness, and reasonableness.

• The Total Evaluated Price (TEP) will be calculated based on the base period, all option periods, and a potential six-month extension.

• This acquisition is unrestricted.

• A site visit is scheduled for May 14, 2026, at 9:30 a.m. CST.

• Questions must be submitted in writing by May 18, 2026, 10:00 a.m. CST.

• The solicitation incorporates FAR clauses by reference, including 52.212-1, 52.212-3, and 52.212-5.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing commercial internet and Voice over Internet Protocol (VOIP) services to Keesler Air Force Base (KAFB), Mississippi.

• Provide commercial wireless internet services with VOIP capability to the Base Communications building 2801.

• Initial bandwidth of 10 Gb, expandable to 50 Gb.

• Services include personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and non-personal services.

• Maintain business hours of operation from 7:00 a.m. to 7:00 p.m., Monday through Friday, excluding Federal holidays.

• Provide a 24-hour contact number for after-hours support.

• Ensure physical and network security for all government property and data.

• Provide a personnel information roster (CDRL A002) within five (5) business days of award.

• Contractor employees must present a professional appearance and be easily recognized.

• Develop and submit a Quality Control Plan (QCP) (CDRL A003) within ten (10) days of award.

• Implement a Safety Program and submit a Safety and Health Plan (CDRL A004) within ten (10) days of award.

• Comply with all security requirements, including OPSEC measures and training.

• Adhere to all safety rules and regulations, including traffic rules on base.

• 99% uptime per month for commercial internet services.

• Outage response within four (4) hours of notification, with resolution and return to service within eight (8) hours.

• Respond to user complaints within five (5) working days.

• Notify the 81 Communications Squadron in advance of service interruptions within a specified timeframe.

• Services to be provided at Keesler AFB, MS.

• A point of presence (POP) to be established in the main distribution building 2801.

• Contractor shall establish a point of presence for KAFB commercial internet with VOIP capability.

• Government will provide power, air conditioning, and adequate space (not to exceed 90 square feet) for service and distribution equipment.

• Contractor must comply with Freedom of Information Act (FOIA) and Privacy Act programs.

• Contractor must adhere to Controlled Unclassified Information (CUI) guidelines.

• Contractor personnel must complete OPSEC training.

• Contractor must comply with OSHA requirements and applicable Air Force safety standards.
