Scope of Work
The USCG seeks a CAD system to serve as the foundational workflow engine for its Command Centers, replacing disparate systems and manual processes. The system must support critical operational functions including:
- Mission planning and resource assignment.
- End-to-end incident management and transparency.
- Integration of tactical communications with voice-to-text transcription.
- Machine-to-machine (M2M) communication with deployed assets (e.g., Tactical Awareness Kits - TAK).
- Export of operational data to cross-domain gateways.
- Automation of routine processes and capture of mission data.
- Access to sensor data and CAD-based AI for queries and reports.
- Integration with existing USCG enterprise GIS and 911 PSAPS/NextGen 911 capabilities.
- Automated alerts, two-way data transfer for National Incident Management System, and configurable user interfaces.
The system will be UNCLASSIFIED but handle sensitive data, supporting approximately 1,600 primary and 5,000 secondary users. It must be highly available, reliable, maintainable, scalable, cyber secure, resilient, and prioritize modern, API-based integration.
