Quick Summary

The Defense Commissary Agency (DeCA) has issued a Commercial Solutions Opening (CSO) under DFARS 212.70 to procure innovative commercial technologies, products, and services. DeCA aims to modernize business operations, enhance the military non-pay benefit, and achieve significant patron savings through a streamlined acquisition process. This CSO allows for rapid decisions and the swift integration of cutting-edge solutions.

Scope of Work

DeCA is seeking solutions across various Areas of Interest (AoIs) to improve the commissary benefit, decrease costs, enhance processes, and reduce waste. Specific AoIs identified include:

  • Modernize Business: Seeking solutions for qualitative and quantitative Patron research, fingerprinting services, fresh fruits & vegetables supply, miscellaneous food processing equipment (MFP) maintenance (CONUS, Puerto Rico, Alaska, Guam), cardboard balers, material handling equipment (MHE) maintenance, integrated pest management, cash and check handling, and facilities maintenance/call center/RMCS management.
  • Increase Sales / Grow Sales: Seeking innovative approaches for Specialty Department Operations (Deli/Bakery/Sushi, Seafood) and AI-enabled self-serve salad bars.
  • Lower Costs: Seeking solutions for linen & mat rental and cleaning services (nationwide and California-specific) and coupon redemption services.
  • Drive Accountability: Seeking services for physical annual inventory.

Contract & Timeline

  • Type: Commercial Solutions Opening (CSO) under DFARS 212.70. Contracts awarded will be fixed-price.
  • Overall CSO Response Date: December 31, 2028.
  • Individual AoI Closing Dates: Specific AoIs have earlier closing dates, ranging from March 2026 to June 2026. Vendors must refer to individual AoI documents for precise deadlines.
  • Anticipated Period of Performance: Varies by AoI, typically a base year with multiple one-year option periods.
