Purpose & Overview
DeCA is actively seeking cutting-edge commercial solutions to improve the commissary benefit, decrease costs, mitigate fraud/waste/abuse, and reduce process variation. This CSO facilitates rapid decisions and award of fixed-price contracts for critical technologies, products, and services.
Areas of Interest (AoIs)
DeCA is seeking solutions across five main Areas of Interest. Vendors should refer to individual AoI documents for detailed requirements and specific closing dates:
- AoI 5.1 Grow Sales: Seeking innovative solutions for Specialty Department Operations (Deli, Bakery, Sushi, Seafood), AI-Enabled Self-Serve Salad Bars, and other approaches to increase sales and enhance patron experience.
- AoI 5.2 Develop Leaders Build the Bench: Focused on Acquisition Workforce Tools, Training, and Technology and Fingerprinting Services to strengthen workforce capability and improve operational support.
- AoI 5.3 Driving Accountability: Requires Physical Annual Inventory Services to ensure accurate records and meet audit requirements across worldwide commissary locations.
- AoI 5.4 Lower Costs: Seeking solutions for Linen & Mat Rental and Cleaning Services (nationwide and California) and Coupon Redemption Services to reduce operational costs and enhance efficiency.
- AoI 5.5 Modernize Business: Encompasses a wide range of needs including Miscellaneous Food Processing Equipment (MFP) maintenance and support (CONUS, Puerto Rico, Alaska, Guam), Consumer Insights, Fresh Fruits & Vegetables supply, Cardboard Baler procurement, Material Handling Equipment (MHE) maintenance, Integrated Pest Management, Facilities Maintenance, Call Center, and RMCS Management, and Cash and Check Handling Support Services.
Contract Details
Contracts awarded under this CSO will be fixed-price. DeCA will not fund proposal development costs, and no specific funds are reserved for awards. Most AoIs anticipate a base period with multiple one-year option periods.
Submission & Evaluation
The solicitation process may involve multiple phases (solution brief, presentation, Commercial Solution Proposal - CSP), though many AoIs indicate DeCA may forgo initial phases, allowing direct CSP submission. Evaluation criteria include responsiveness, technical merit, affordability, relevancy, uniqueness, technical/schedule risk, and business viability. The Government reserves the right to negotiate terms.

There is no specific set-aside for this CSO. Companies must have a Unique Entity ID (UEI) and be registered in SAM and PIEE to receive an award.
