Purpose & Scope
NSWC Crane aims to streamline the incorporation of innovative technology for its mission to deliver solutions and readiness to Warfighters. "Innovative" refers to new technologies, processes, methods, or new applications of existing ones. Key technological exploration areas include:
- Expeditionary Warfare: Autonomous solutions, payload/sensor integration for multi-domain, uncrewed, and counter-crewed systems.
- Strategic Missions: Fleet readiness, modernization, hypersonics, and ballistic missile systems.
- Electromagnetic Warfare: Non-kinetic expertise and electromagnetic spectrum dominance through multi-domain integrated solutions.
Contract Details
Awards will be fixed-price and may include FAR-based contracts, Purchase Orders, Other Transaction Agreements (OTAs), or Bailment Agreements. Prototype OTAs are authorized under 10 U.S.C. 4022, with successful prototypes potentially leading to follow-on production contracts without further competition.
Eligibility & Evaluation
There is no specific set-aside for the overall CSO. For prototype OT agreements, eligibility requires:
- Significant participation by a nontraditional defense contractor or nonprofit research institution.
- All significant participants are small businesses or nontraditional defense contractors.
- At least one-third of the prototype project cost from non-Federal sources.
The three-phase evaluation process includes:
- Phase 1: Solution Briefs (max 5 pages/15 slides) – Evaluated on innovation, relevance, technical merit, and feasibility.
- Phase 2: Pitch Session (invitation-only) – Demonstrate solution, discuss estimated price/schedule, and data rights.
- Phase 3: Full Proposal (invitation-only) – Detailed technical and price/cost/schedule proposals.
