Key Requirements & Deliverables

Offerors must propose O-Level Handheld Testers, I-Level Functional and Fault Isolation Testers, and aircraft-specific Cable and Adapter Kits for F-16, F-15, and A-10 platforms. A prototype plan for Non-Developmental Item (NDI) modification is required within 10 months of contract award. Proposals must include a contractor Statement of Work (SOW), expected Contract Data Requirements Lists (CDRLs), and an Integrated Master Schedule (IMS). Source Selection & Evaluation

This acquisition will use Tradeoff Source Selection Procedures, involving an Initial Source Selection to award up to two IDIQ contracts for CAT-F System Design, followed by a Final Downselect to at least one contractor after Critical Design Review (CDR) for EMD and Production. Technical factors are considered significantly more important than cost/price. A prototype evaluation will occur between 290 and 320 days after award. Long Lead Items (LLI), defined as components requiring 8+ months procurement, must be excluded from FFP production CLINs and accounted for under specific material/LLI CLINs (1017, 1018, 2020, 2021, 2022, 3020), with offerors proposing add-on factors for these.
