Quick Summary

The Space Acquisition and Integration Office (SAIO), on behalf of the 21st Communications Squadron (21 CS), is exploring the consolidation of several communications contracts into a single Communications, Network, Engineering, Cybersecurity, and Information Technology Services (CNECTS) acquisition, also known as "Connects." This effort aims to modernize and streamline IT services across Peterson SFB, Schriever SFB, and Cheyenne Mountain SFS. The acquisition strategy is a Commercial Solutions Opening (CSO), set aside 100% for 8(a) Small Businesses. The CSO is expected to close on December 1, 2026.

Purpose & Background

This Special Notice details the SAIO's plan to consolidate four existing contracts (BOS-IT, Cheyenne Mountain SFS 21 CS Communications, WICS, and PEDS) to remedy inefficiencies, reduce costs, and improve consistency. The goal is to transition from a reactive, siloed support model to a proactive, integrated, and data-driven enterprise service delivery framework.

Scope of Work

The consolidated contract will require comprehensive support for information systems infrastructure and related services, including:

  • Hardware and software maintenance
  • Software and license management
  • Network and system administration
  • Help desk services
  • Cybersecurity monitoring and Risk Management Framework (RMF)
  • Disaster recovery planning
  • Engineering IT solutions for secure mission systems

Specific requirements will be detailed in Areas of Interest (AOIs) under the CSO, with examples including AIOps for predictive network operations, Unified Communications as a Service (UCaaS), Digital Twin for infrastructure management, Model-Based Systems Engineering (MBSE), and Zero Trust Architecture (ZTA) for mission systems.
