Request for Information (RFI)

This RFI is issued by the Space Acquisition and Integration Office (SAIO) on behalf of the 21st Communications Squadron (21 CS) at Peterson SFB, CO. The government is conducting market research to determine the feasibility of consolidating four existing communications and IT support contracts under a single, larger contract. This RFI is for market research purposes only and does not constitute a solicitation.

The government is exploring the consolidation of the following four requirements:

• Base Operating Support-Information Technology (BOS-IT): Supports IT systems operations, maintenance, and logistics for Peterson SFB and Schriever SFB, including the Giant Voice PWS.
• Cheyenne Mountain SFS 21 CS Communications Contract: Supports operations and maintenance of Cheyenne Mountain SFS Information Systems Infrastructure, including communications, computing, and network systems.
• Wing Information & Communications Support (WICS): Supports Schriever SFB Installation information and communications systems, including operations, maintenance, logistics, communication support, and security (focusing on the 21 CS-related portion).
• Plans and Programs Engineering Design Support (PEDS): Provides systems engineering, design, installation, testing, and documentation for secure/non-secure network systems at Schriever SFB.

Vendors are requested to provide detailed responses regarding:

• Company information (Name, CAGE, UEI, Address, POC).
• Experience providing similar services under existing contracts.
• Assessment of the proposed NAICS code (517810) and potential alternatives.
• Feasibility, efficiencies, cost savings, challenges, and solutions related to consolidating these requirements.
• Impact of consolidation on schedule, performance, and customer satisfaction.
• Ability of small businesses to perform the combined requirement and potential modifications to enhance small business suitability.
• Interest in proposing as a prime contractor and anticipated teaming structures.
• Examples of successful similar contract consolidations.
• Potential impacts on the competitive landscape and industrial base.
• Consideration of alternative, less consolidated approaches.

Performance-Based Work Statement (PWS)

This PWS outlines the requirements for on-site, embedded engineering support for the 50th Communications Squadron (50 CS) at Schriever Space Force Base (SSFB), Colorado. The primary goal is to provide comprehensive communications systems engineering, design, installation, testing, and documentation services.

Performance Work Statement (PWS)

This PWS outlines the requirements for non-personal services to provide maintenance and installation for Giant Voice/Emergency Broadcast Systems (EBS) and Public Address (PA) Systems at Peterson Space Force Base (PSFB) and Schriever Space Force Base (SSFB).

• System Maintenance: Perform maintenance on Giant Voice and Public Address systems at both PSFB and SSFB to ensure they operate within manufacturer specifications.

• PSFB Systems: Includes Whelen E-2010 Central Control Station, CentrAlert EOS controller, UHF omni-directional antennas, and Whelen WPS-2905 voice & siren warning systems on emergency broadcast towers.

• SSFB Systems: Includes Federal Signal modular Speaker arrays, Omni-directional and Directional Speaker Arrays, Federal Central Computer Unit (CCU), SS2000+ terminal, ADHOC system, and the Valcom VCS unit for the PA system.

• Installation: Install PA systems in new or existing buildings, including speaker installation, relocation, and programming.

• Music Programming: Program music for Reveille, Retreat, and Taps at specified times on weekdays for both bases.

• Response Time: Onsite response within four (4) hours for all service calls during normal business hours.

• Reporting: Submit initial status reports within 24 hours of service calls, daily status reports for ongoing troubleshooting, and service reports within 48 hours of completion.

• Inspections: Conduct quarterly and monthly Preventative Maintenance Inspections (PMIs) for all towers and systems, submitting inspection reports within 48 hours.

• Repairs: Submit cost estimates for repairs within 24 hours of malfunction determination and complete repairs within five (5) days of parts receipt.

• Services to be performed at Peterson SFB and Schriever SFB.

• Hours of operation: 7:30 am - 4:30 pm MST, Monday through Friday, excluding Federal holidays.

• Safety: Contractor must maintain a safe working environment and provide a safety plan within 30 days of award, complying with OSHA, ANSI, and NFPA standards.

• Personnel: Contractor shall provide a list of personnel and a point of contact with full authority.

• Parts: Government will provide spare parts when available; contractor may assist in inventory.

• Access: Contractor employees require base access badges for PSFB and SSFB.

• Security: Compliance with physical security, traffic laws, and reporting of suspicious events is required. Possession of weapons is prohibited.
