Sources Sought

The 42d Contracting Squadron is conducting market research to identify potential sources capable of providing a turnkey solution to replace End-of-Life (EOL) Hewlett Packard Enterprise (HPE) Commvault CommServe and Media Agent Servers. The requirement is for brand name HPE ProLiant DL360 Gen12 servers, or equal, to ensure 100% compatibility with the existing HPE infrastructure. This includes delivery, migration services, installation, configuration, testing, and training.

• This is a Sources Sought notice, not a solicitation. No proposals should be submitted at this time. The government does not intend to award a contract based on this notice.
• Responses may be incorporated into a future solicitation.
• Vendors are discouraged from submitting proprietary or competition-sensitive information.
• No reimbursement will be provided for response costs.
• Oral submissions will not be considered.

Vendors interested in this potential requirement should provide:

1. General Information: Company name, address, POC, business type (including NAICS 541519, size standard 135 EMP.), CAGE Code, UEI, and customary contract terms.
2. Capabilities: Confirmation of ability to meet the requirement with brand name HPE equipment or a detailed technical narrative for an alternative solution demonstrating 100% seamless integration with the existing HPE environment.

Statement of Work (SOW) / Performance Work Statement (PWS)

The 42nd Communications Squadron at Maxwell AFB, AL requires the replacement of End of Life/End of Service Commvault CommServe and Media Agent Servers, along with associated migration services. These servers are critical for the Base Data Backups for the Base Storage Area Network (SAN) and other Core Network Servers.

• Provide and install five (5) Hewlett Packard Enterprise (HPE) ProLiant Compute DL360 Gen12 8SFF NC Configure-to-order Servers.

• Provide three (3) years of initial licensing and sustainment support (warranty) if required.

• Perform all migration services for the existing CommServe and Media Agent Servers.

• Provide a Project Completion Test Plan 30 days prior to the contract start date.

• Submit a submittal sheet for approval of all material, hardware, and software 10 days prior to project start, including make, model, OS, software, technical specifications, connections, and any required Authority To Operate (ATO) documentation.

• Provide final documentation, including as-built documents.

• Provide knowledge transfer on final configurations and architecture.

• Provide basic training on administration, management, and troubleshooting.

• Configure Security Technical Implementation Guide (STIG) hardening and/or other Information Assurance (IA) scans as required.

• Provide all manufacturer warranties, equipment manuals, literature, and other documentation.

• Ensure all new IT equipment and cabling are ITS standard products from reputable manufacturers; no refurbished, reconditioned, remanufactured, or 'gray' items will be accepted.

• Ensure no refurbished, re-manufactured, or counterfeit parts are installed.

• All work must be performed by Authorized Technicians.

• Provide 24x7 telephone support with Next Business Day Onsite support.

• Perform Remote Diagnostics and On-Site Maintenance as required.

• Cover all parts, labor, and materials for repairs or replacements.

• Ensure all new equipment is Forward/Upward Compatible.

• All equipment and parts must be Trade Agreement Act (TAA) Compliant and JELA eligible.

• Return all associated equipment to a 100% fully operational state upon completion.

• The contractor is responsible for removing and properly disposing of all replaced parts and work-generated residue off Maxwell AFB and Gunter Annex; base dumpsters are not permitted for use.

• Support: 24x7 Telephone with Next Business Day Onsite.

• All equipment and software must be in 100% correct working order upon project completion.

• Delivery: To 42CS/SCXE Attn: Johnny Batton Bldg. 1154, IT Warehouse 455 S. Kelly Street Maxwell AFB, AL 36112.

• Delivery terms: F.O.B. Destination.

• Security: Unclassified Services Only, No CAC Required.

• Contractor Notification: Notify the contracting officer within 30 days before on-base performance, including employee details, contract number, location, and start date.

• Installation Access: Obtain base identification and vehicle passes as prescribed by regulations. Submit written requests to the Contracting Officer. Contractor personnel must wear or display installation or contractor-furnished identification badges.

• Vehicle Inspections: Commercial vehicles subject to inspection at designated gates.

• REAL ID Act: Visitors must present a REAL ID-compliant credential or acceptable alternative for base access.

• Controlled/Restricted Areas: Comply with relevant directives if unescorted entry is required; otherwise, contractor personnel must be escorted.

• Reporting Requirements: Comply with criminal investigations and protective service matter requirements. Report security threats to the 42d Air Base Wing Information Protection Office.

• Traffic Laws: Comply with base traffic regulations.

• Random Installation Entry/Exit Checks: Vehicles are subject to checks.

• Cellular Phone Operation Policy: Prohibited while operating a vehicle; hands-free devices are permitted.

• Wireless Electronic Devices: No unauthorized IT systems or networks (LAN, WAN, etc.) or camera systems may be established without permission.

• Firearms and Ammunition: Prohibited on Maxwell AFB/Gunter Annex for non-law enforcement personnel.

• Illegal Weapons: Specific types of weapons are prohibited.

• Independent Configuration Survey: Bidders are highly encouraged to conduct their own survey prior to bidding, as government information is reliable but not guaranteed.

• Old Hard Drives: 42 CS will retain old hard drives for sanitization.
