Statement of Work (SOW)

To procure a complete, fully functional, and operational XenoWorks Digital Microinjector System and associated accessories for the USDA, Agricultural Research Service (ARS), Pacific West Area (PWA), San Joaquin Valley Agricultural Sciences Center in Parlier, CA. The system is needed to support ongoing entomological research, specifically for the microinjection of nucleic acid constructs into insect eggs and embryos.

This SOW covers the acquisition of a digital microinjection system capable of holding insect embryos via one pressure channel while simultaneously performing injections through a second, independent channel. The system must include a manipulator system, mounting hardware, and all necessary accessories for a complete installation.

Digital Main Injector (FG-IMOXAB):

• Functions: Hold, Inject, Transfer, Clear
• Two Pressure Channels: Hold and Inject/Transfer
• Injection Modes: Pulse and Continuous
• Pressure Range: Hold (-350 to +350 hPa), Inject (0 to 5,600 hPa), Transfer (-175 to +175 hPa)
• Injection Duration: 0.01 to 10 sec
• Activation: Remote user interface (keypad) or foot-switch
• Controls: Tactile keys, rotary optical encoders, 3 x 7-segment LED display
• Electrical: 110 or 220 Volts, 50/60 Hertz

Manipulator System – Right (FGXWMR):

• Joystick Control: Inverted, adjustable height/tension, 6 speeds, touch-sensitive declutch
• Speed Settings: Range from 12.7mm down to 100um per full joystick swing
• Memory Positions: "Setup", "Work", "Home", "Floor"
• Maximum Speed/Travel: 5.5mm/s / 25mm
• Rod Holder: 4mm outer diameter, compatible with 1mm O.D. capillary glass
• Electrical: 115/230 Volts, 50/60 Hertz

Other:

• Mounting platform with 4 stands and Dovetail/Magnetic Feet
• Associated accessories for a complete, fully operational system.

Not applicable.

• Delivery to USDA ARS, 9611 S. Riverbend Avenue, Parlier, CA 93648-9757, within 30 calendar days after award.
• Installation and tune-up services at the delivery site during normal business hours.

No travel is anticipated beyond installation. Contractor is responsible for all travel costs associated with installation and tune-up.

While the acquisition is for laboratory hardware, any included software, remote user interface, or digital control components should conform to applicable Section 508 accessibility standards to the extent practicable.

Solicitation / RFP / RFQ

This solicitation seeks proposals for one (1) complete, fully functional XenoWorks Digital Microinjector System and associated accessories. The government intends to make a single award.

• Procurement of a XenoWorks Digital Microinjector System and accessories.

• Offerors must provide pricing for all line items to be considered responsive.

• "Or equal" items must include descriptive literature demonstrating they meet all salient characteristics.

• Delivery is required by July 6, 2026. Early deliveries are accepted.

• Evaluation Criteria: Lowest price technically acceptable (LPTA). The lowest priced offer will be evaluated for technical acceptability and past performance. If not acceptable, the next lowest priced offer will be evaluated, and so on.

  • Firm Fixed-Price quotation on company letterhead (item description, unit price, total price, SAM UEI).
  • Completed Attachment 3 Price Schedule of Line Items.
  • Written technical proposal demonstrating clear understanding of requirements.
  • Descriptive literature for "or equal" items.

• Not specified as a small business set-aside.

• Offerors must be registered in SAM.

• This solicitation incorporates numerous FAR and AGAR clauses and provisions by reference, including terms and conditions for commercial products and services, small business utilization, and specific USDA clauses related to DEI compliance and unenforceable supplier terms.

• Agency protests should first be submitted to the Contracting Officer (Tier 1) before filing a formal agency protest (Tier 2).
