This is a combined synopsis/solicitation for commercial items to procure a Composite Walk-in Freezer for Tinker AFB, OK. The Air Force Sustainment Center's Maintenance Contracting Branch intends to award a Firm Fixed Price (FFP) contract. This announcement serves as the only solicitation; no separate written solicitation will be issued.

• Procurement of a Composite Walk-in Freezer.

• Item must include Installation/Startup/Performance Verification.

• Delivery must be within 60 days after the date of award.

• Shipping will be FOB Destination (Tinker AFB, OK 73145). Separate charges for shipping/freight will not be allowed and must be incorporated into the quoted price.

• Period of Performance: Delivery within 60 days after award.

• Estimated Value: Not specified, but this is a Total Small Business Set Aside.

• Evaluation Criteria: Award will be based on one factor: technically acceptable, lowest price, shipping, and item verification. The government will also review terms and conditions, product documentation, technical merit, contractor responsibility, and federal performance databases.

• This acquisition is a Total Small Business Set Aside.

• Offerors must be registered in the System for Award Management (SAM.gov) prior to quoting. Failure to have active SAM registration by award time will result in ineligibility.

• NAICS Code: 333415; Size Standard: 1250.

• The Non-Manufacturing Rule does not apply.

• Payment terms are Net 30 by default. Invoices must be submitted via Wide Area Workflow (WAWF).

• The solicitation includes numerous FAR and DFARS clauses, including those related to commercial items, representations and certifications, and specific requirements for telecommunications equipment and cybersecurity.

Statement of Work (SOW)

This Statement of Work (SOW) defines the effort required for the purchase, delivery, installation, performance verification, and training for one (1) Composite Walk-In Freezer at Tinker Air Force Base, Oklahoma.

• Procurement of one (1) new, latest manufacture Composite Walk-In Freezer.

• Delivery, installation, performance verification, and training.

• All materials and parts must be new, of the latest manufacture, and commercially manufactured where possible.

• Replaceable parts must be manufactured to definite standards for tolerance, clearance, and finish.

• Freezer Specifications:

  • Class 1 Div 2 freezer.
  • Operating temperature range: -22° C to -40° C.
  • Minimum interior dimensions: 8' Length x 6' Width x 6.5' Height.
  • Maximum exterior dimensions: 10'L x 8'W.
  • Must fit through a 9'7” high overhead door.
  • Includes a 1.5" space in the ceiling for fire suppression system.
  • Equipped with monitor alarm for open door and over/under temperature.
  • Includes LED lighting and anti-sweat accessories.
  • Freezer floor panels reinforced for 500 lbs/sq ft load and non-slip surface.
  • Includes a steel ramp for the door.
  • Solid-state digital controller (F or C capable).
  • Allowable temperature variance of at most ±5°F.
  • Able to maintain normal operating temperature in uncontrolled ambient room temperature.
  • Condenser suited for indoor use.
  • Meets NFPA 70, OSHA, and UL codes.

• Electrical Components:

  • Powered by 208V, 3 Phase connection.
  • Connection via cord and plug or direct wiring.

• Contractor Responsibilities:

  • Provide delivery, offloading, installation, training, and performance verification.
  • Make all necessary adjustments for full operational status.
  • Supply NEMA configuration for plug and cord length.
  • Perform set up, charge unit, start up, and testing.
  • Provide testing results, documentation, user, and maintenance manuals.
  • Complete final installation and start-up within 15 weeks from the start date of manufacture.
  • Provide training for no less than six (6) operators (one day, 8 hours/day).

• Freezer must hold a minimum temperature of -40°C (+/- 5°C) for 24 hours for final acceptance.

• Location: Tinker Air Force Base, Oklahoma.

• Delivery and installation completion: Within 15 weeks from the start date of manufacture.

• Work hours: Monday through Friday, 0600 - 1600 (excluding Federal Holidays, base closures).

• Safety: Compliance with all applicable federal, state, and local laws, regulations, instructions, and requirements regarding environmental protection and occupational safety and health. Specific compliance with Tinker AFB Supplement to AFI 32-7086, Hazardous Materials Management, and related procedures.

• Hazardous Materials (HAZMAT): Contractor must certify if no HAZMAT will be brought on base or used. If used, specific procedures for handling, storage, and documentation (SDS) must be followed.

• Environmental Training: Required for personnel handling hazardous materials.

• Restrictions: No mercury, ODS, or PCB restrictions. Asbestos is prohibited without prior approval.

• Foreign Object Damage (FOD) and Dropped Object Prevention: Required training and certification for personnel working near operational aircraft.

• Combating Trafficking in Persons: Compliance with FAR clause 52.222-50.

• The Government will provide power, water, and compressed air within 25 feet of the installation area.

• The Government will ensure the electrical box for connection is within 25 feet of the Freezer.

• Contractor shall provide a digital chart recorder for the freezer.

• Pre-installed PVC strip curtains at the entrance door.
• Audio-Visual High temperature alarm system (audible/visible within 100 feet).
• Interior side door must have an escape mechanism.
• Includes LED lighting and anti-sweat accessories.
• Floor panels reinforced for 500 lbs/sq ft (evenly distributed) and pallet jacks up to 200 lbs/wheel.
• Non-slip floor surface and a steel ramp matching the door width.
• Solid-state digital controller (capable of °F or °C).
• Allowable temperature variance of at most ±5°F.
• Ability to maintain normal operating temperature in uncontrolled ambient room temperature.
• Condenser suited for indoor use.
• One factory-tested pressure relief port.
• Meets NFPA 70, OSHA, and UL codes.

Electrical Components:

• Electrical components above 18" threshold can be declassified.
• Power connection: 208V, 3 phase.
• Connection via cord and plug or direct wiring to a disconnect switch.

Contractor Requirements:

• Provide delivery, offloading, installation, training, and performance verification at Tinker Air Force Base.
• Supply NEMA configuration for the plug and determine cord length.
• Perform unit setup, charging, start-up, and testing, providing results and manuals.
• Provide installation, start-up, and performance verification per SOW sections 2.4 and 2.5.
• Provide minimum circuit ampacity and maximum overload protection.
• Include wiring schematics, manuals, and a one-year warranty at no extra charge.
• Government will ensure electrical box is within 25 feet of the freezer.
• All material must be new, commercial, and readily available.
• Replaceable parts must be manufactured to definite standards for field installation.
