Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego (FLCSD) intends to award a firm fixed-price sole source contract to Global Resolutions, Inc. (GRI) for Computational and Model Development Support. This requirement is for research on the depth of burial of unexploded ordnance (UXO) in estuary environments, supporting the Naval Postgraduate School (NPS).

Purpose & Justification

This is a Notice of Intent to Sole Source under the authority of 41 U.S.C. 1901, as implemented by FAR 12.102(a). GRI is identified as the only known source possessing the unique background knowledge, data access, and immediate familiarity with the STRIKE35/Delft3D models already installed at NPS, which is critical to avoid unacceptable delays to the academic calendar and ongoing naval operations research.

Scope of Work

The contractor will provide computational expertise to process mine burial and hydrographic data, and update the underwater rigid-body trajectory model (STRIKE35). Key tasks include:

  • Developing an Interactive Data Process and Display Package for hydrographic and sediment data.
  • Developing software for accessing and visualizing ocean data.
  • Providing a statistical analysis tool for seabed sediment data.
  • Installing and updating the STRIKE35 model, including input links and analysis packages.
  • Analyzing underwater projectile trajectory data and developing UXO penetration models.
  • Developing coupled STRIKE35/UXO Penetration Models with seabed sediment data input.
  • Installing and updating the Delft3D seabed environmental model.
  • Developing coupled STRIKE35/Delft3D/UXO Penetration Models.
  • Providing high-quality figures and data for scientific journal publications.

Contract & Timeline

  • Type: Firm Fixed Price (Sole Source)
  • Duration: Base Year plus four (4) option years
  • Set-Aside: None (Sole Source)
  • NAICS Code: 561320 (Temporary Help Services)
  • Anticipated Award Date: On or before May 19, 2026
  • Published: May 8, 2026

Place of Performance

Primarily remote at the Contractor's location, with on-site work at the Oceanography Lab (Sp-235) at NPS, Monterey, CA, for specific model installations.

Special Requirements for Interested Sources

This notice is not a request for competitive quotations. However, sources interested in responding must submit a capability statement (not exceeding 6 pages, 10-point font) that includes technical data and cost information. This statement must clearly demonstrate the capability to provide the required services without a transition or ramp-up period that would disrupt ongoing NPS research. Submissions that only ask questions will not be considered.

Response Details

  • Capability Statements Due: 3:00 PM Pacific Daylight Time (PDT), May 13, 2026
  • Submission Method: Email ONLY to Noni Arcilla at noni.p.arcilla.civ@us.navy.mil (Microsoft Word or Adobe PDF attachment).
