Purpose & Scope
This Request for Proposal (RFP) seeks non-personal services to support the Colombian Joint Staff through a Foreign Military Sales (FMS) case (CO-D-GAK). The contractor will provide Communication Security (COMSEC) and C5ISR services, including:
- Managing COMSEC equipment facilities in Bogota, Colombia.
- Supporting secure interoperability programs with USSOUTHCOM, U.S. Embassy Bogota, NSA, and DSCA.
- Handling central receiving, temporary storage, transfer, and support for U.S. DoD-provided COMSEC equipment and keying materials.
- Training Colombian military personnel on COMSEC handling and operation.
- Providing C5ISR analytical assessments, integration strategies, and participation in bilateral experimentation.
- Contractor personnel must be U.S. Citizens, NSA-certified, bilingual (Spanish/English ILR 4), and hold a SECRET security clearance.

Key Requirements & Deliverables
The contractor will be responsible for:
- Providing primary and alternate COMSEC Account Managers (CAMs), with at least one CAM being a GSA lock/safe technician and one having ViaSat VINES/HAIPE training.
- Ensuring CAMs maintain CompTIA Security+ (or higher) certification, with new hires certified prior to starting.
- Developing and exercising an Emergency Action Plan (EAP) and a Risk Management Plan.
- Submitting various Contract Data Requirements Lists (CDRLs), including Monthly Status Reports, Out-of-Country TDY reports, EAPs, Risk Management Plans, and Resumes.
- Providing housing, utilities, health insurance, and covering mobilization/demobilization and travel expenses for personnel.
Submission & Evaluation

- Evaluation Criteria: Tradeoff process, with Technical factors (COMSEC Capability, E&PD Plan, Transition Plan) being significantly more important than Past Performance, which is more important than Price.
- Required Attachments: Offerors must complete and submit a Facts Sheet (Attachment 3), Consent Form (Attachment 4 for JVs/subs), and ensure Present/Past Performance Questionnaires (Attachment 5) are submitted directly to the government. A Cross Reference Matrix (Attachment 8) guides proposal preparation.
