Key Requirements & Evaluation
Offerors must possess an acceptable Quality Control Manual to be eligible for award. This is a DO rated order under the Defense Priorities and Allocations System (DPAS).
- First Article Testing (FAT): Required, with one unit to be delivered to Portsmouth Naval Shipyard for Government testing per MIL-DTL-24231 Table 1 for Type V Receptacles.
- Quality System: Contractors must maintain a quality system compliant with ISO-9001 (amplified/modified) and calibration system requirements of ISO-10012 or ANSI-Z540.3 with ISO-17025. An alternate system per MIL-I-45208 with MIL-STD-45662 is acceptable.
- Material Traceability & Certification: Strict traceability and certification are required for Level I/SUBSAFE materials, including quantitative chemical and mechanical analysis.
- Welding/Brazing: If applicable, procedures and qualification data must be submitted for review and approval prior to performing work, adhering to specified Navy standards.
- Past Performance: Will be considered in the evaluation in accordance with FAR 13.106(a)(2) and DFARS 252.213-7000.
