This is a Request for Proposal (RFP) for EHRM Infrastructure Upgrades at the Baltimore Veterans Administration Medical Center in Baltimore, MD. • Proposals must be submitted in three volumes: Technical, Price, and Administrative.

• Evaluation will be based on "best value" using the Lowest Price Technically Acceptable (LPTA) method.

• Key evaluation factors are Project Experience (Technical) and Price.

• A rating of ACCEPTABLE is required for both factors for award consideration.
