Scope of Work
The project requires the design, construction (with a minimum 50-year operational expectancy), and right-of-way acquisitions for a new 69-kV interconnection point from an active American Electric Power (AEP) transmission circuit into RFAAP. This includes a new 69-kV transmission line terminating at a new 69-kV step-down substation within RFAAP, designed to step down to 12.47 kV and integrate with the existing RFAAP 69-kV electrical loop and SCADA system. All work must comply with utility standards, federal/state regulations, environmental regulations, AT/OPSEC, and site-specific requirements. Construction is to be completed within 36 months of contract award.

Submission Requirements
Interested sources should submit capabilities/qualification data demonstrating experience with turn-key design, environmental permitting, construction, and commissioning of high-voltage (69-kV) transmission lines and substations, specifically establishing new interconnection points on active utility grids. Responses must be in PDF format, not exceeding 15 pages (including cover sheet and diagrams), with a minimum 12 Calibri font. The cover sheet must include company name, address, web URL, point of contact, UEI, CAGE, and business type/size based on NAICS 237130 and 221122. Industry feedback is also encouraged on technical approaches, scheduling, and risk mitigation strategies for integration, phasing, utility coordination, automated transfer schemes, environmental permitting, and procurement of long-lead equipment.
