Quick Summary

The U.S. Army Contracting Command, Rock Island, on behalf of the Office of Project Lead, Joint Services (PL JS), is conducting a Sources Sought to identify interested sources for the design, engineering, procurement, construction, and commissioning of a redundant 69-kV electrical power system for the Radford Army Ammunition Plant (RFAAP) in Radford, VA. This project aims to enhance power resilience and ensure continuity of operations. Responses are due June 2, 2026.

Scope of Work

The project requires the design, construction (with a minimum 50-year operational expectancy), and right-of-way acquisitions for a new 69-kV interconnection point from an active American Electric Power (AEP) transmission circuit into RFAAP. This includes a new 69-kV transmission line terminating at a new 69-kV step-down substation within RFAAP, designed to step down to 12.47 kV and integrate with the existing RFAAP 69-kV electrical loop and SCADA system. All work must comply with utility standards, federal/state regulations, environmental regulations, AT/OPSEC, and site-specific requirements. Construction is to be completed within 36 months of contract award.
