Scope of Work
Vendors are required to provide full cylinders/dewars of requested compressed or cryogenic gas within 3 business days of ordering and pick up empty containers during deliveries. All gas storage vessels must meet safety requirements (OSHA 29CFR 1910, Compressed Gas Association P-1, S-1.1). Contaminated gas must be replaced within 24 hours at no additional charge. Required gases include, but are not limited to, Helium, Nitrogen, Argon, Carbon Dioxide, Hydrogen, Methane, Air, Propane, and Acetylene in various purities and cylinder sizes. Cryogenic liquids include Argon, Nitrogen, and Helium. Deliveries may be required at Vicksburg, MS; Gainesville, FL; Baton Rouge, LA; and Lewisville, TX.
Contract Details
Multiple Master Blanket Purchase Agreements (BPAs) will be awarded. The estimated total volume of purchases is approximately $1,270,322.60 over a 5-year period or until the BPA limit is reached. Individual purchases shall not exceed the simplified acquisition threshold ($350,000.00). There is no guaranteed minimum or maximum order limits or expenditures. BPAs will expire in five (5) years from award or upon reaching the BPA limit, whichever is earlier. The NAICS code is 325120 with a 1000-employee size standard. No specific set-aside is mentioned.
Submission & Evaluation
Interested vendors must submit a response in letter format confirming interest, ability to meet delivery guidelines, company Cage Code/UEI, and gas pricing per cubic foot. Responses are due electronically to Amanda.Andrews@usace.army.mil by June 8, 2026, at 1:00 p.m. Central. The government intends to award multiple BPAs to responsible offerors whose quotes are responsive and determined to be the Lowest Price Technically Acceptable (LPTA). Offerors must include a completed copy of FAR provision 52.212-3.
