Scope of Work

Contract Details
- Type: Cooperative Agreement
- Period of Performance: Up to 24 months
- Funding: A minimum 1:1 cost share is required, with the FAA funding up to 50% of the total project cost. Total available funding for all projects is $25 million. Multiple awards are anticipated.
- Set-Aside: While no specific set-aside code is designated, small business concerns are encouraged to participate, with at least two cooperative agreements required to involve small businesses.
- Eligibility: Respondents must be U.S.-based, incorporated in the U.S., primarily operate within the U.S., and manufacture products substantially within the U.S. Non-U.S. partners or subcontractors are permitted for specific technical tasks if the prime remains responsible and justification is provided per 2 CFR § 200.322. Government agencies are ineligible to submit proposals or participate as team members.
Submission & Evaluation
Proposals must be submitted in three volumes: Technical/Management, Pricing/Business, and Agreement Feedback. Evaluation will consider Technical Merit, Value to the CLEEN Program, Cost/Contribution, and Respondent Capability. Key evaluation factors include Corporate Experience (Pass/Fail, must be by the prime entity), CLEEN IV Technology Benefits, and Technology Maturation Plan. Volume 1 (Technical/Management) is considered more important than Volume 2 (Pricing/Business). An Excel template, "CLEEN IV Technical Summary," must be completed for each project. Bidders should also be aware of FAA Order 1600.75 regarding the safeguarding of Sensitive Unclassified Information (SUI).
