Opportunity Overview

This PSC aims to fill a critical COR position within INL's Office of Africa and the Middle East (AME) to support its mission of minimizing international crime and illegal drugs. The COR will manage acquisition and perform COR, Grants Officer Representative (GOR), and Agreement Officer Representative (AOR) functions, overseeing INL-funded equipment, technical assistance, and training. The role requires working in a complex and demanding environment, responding rapidly to evolving priorities, and possessing knowledge of criminal justice sector assistance, contracting, grants, and foreign assistance.

Key Responsibilities

  • Provide project analysis and oversight for criminal justice and security sector projects in the West Bank.
  • Manage acquisition and perform COR, GOR, and AOR functions.
  • Assess implementer capacity and performance, liaise with Palestinian officials.
  • Coordinate with INL/Jerusalem and INL/AME personnel to develop and adjust projects.
  • Prepare procurement documents, including Statements of Work and cost estimates.
  • Monitor fund expenditures, review budgets, and conduct spending trend analyses.
  • Evaluate contractor/implementer performance and provide feedback.
  • Conduct regular oversight, including site visits to the West Bank, Jordan, and potentially other Middle East regions.
  • Complete Contractor Performance Assessment Reporting System (CPARS) for assigned contracts.
  • Serve as backup Management Officer, providing guidance to local and contracted staff.

Qualifications & Certifications

Applicants must be U.S. citizens with the ability to obtain and maintain a Secret level security clearance. Minimum requirements include a Bachelor’s Degree and five years of professional work experience, with three years directly related to program management or contractor oversight for government-funded programs. A Federal Acquisition Certification - COR (FAC-COR) Level II with at least three years of experience in overseeing contracts in complex environments is mandatory. Demonstrated experience in contract execution, management, foreign assistance program management, and living/working abroad (Middle East) is also required. Required training includes FAC-COR Level II (Level III within one year), GOR Certification (within 90 days), and various INL-specific courses.

Contract Details

This is a Personal Services Contract with a 12-month base period and four optional one-year extensions. The salary range is $102,409 - $150,391 (FS-02 equivalent). Benefits and allowances, including FICA/Medicare, health/life insurance, annual/sick/home leave, 401K, and various DSSR allowances (e.g., housing, post allowance, danger pay), are applicable.

Place of Performance & Travel

The primary place of performance is the U.S. Embassy Jerusalem, Israel. Frequent travel to the West Bank and regular travel to Jordan are required for contract management. Regional travel to the Middle East and North Africa may also be necessary.
