Scope of Work
This opportunity covers six Contract Line Item Number (CLIN) Groups:
- CLIN Group 1: 30mm Depleted Uranium (DU) Cartridges
- CLIN Group 2: Improved Conventional Munitions (ICM)
- CLIN Group 3: 20mm Cartridges
- CLIN Group 4: Hexachloroethane (HC) Smoke
- CLIN Group 5: Flares
- CLIN Group 6: Rocket Motor from MLRS
Offerors may propose on one, multiple, or all CLIN Groups. CLIN Groups 1, 3, and 6 will result in single awards, while CLIN Groups 2, 4, and 5 are designated for multi-awards. Open Burn and Open Detonation (OB/OD) technologies are prohibited; reutilization and recycling are encouraged. Demilitarization must be completed within 12 months of Government Furnished Material (GFM) receipt, with energetic material disposition within four months. The Government anticipates a future switch from DU burial to recycling, with pricing to be negotiated.

Key Requirements
Contractors must possess adequate facilities for handling hazardous materials (DOD Hazard Class/Div 1.1). Compliance with Cybersecurity Maturity Model Certification (CMMC) Level 2 self-assessment is required by November 10, 2026, for suppliers handling Controlled Unclassified Information (CUI)/Federal Contract Information (FCI). A Quality Management System (ISO 9001:2015), Quality Assurance Program Plan (QAPP), Safety Site Plan (SSP), and Ammunition Demilitarization and Disposal Plan (ADDP) are mandatory. Extensive Contract Data Requirements Lists (CDRLs) detail reporting obligations. Oral presentations are required for the Technical Approach.
Evaluation Factors
Award will be based on a best value tradeoff process in accordance with FAR 15.101-1, considering Technical (most important), Past Performance, Price, and Small Business Participation. The Price Evaluation Spreadsheet (Attachment 0001 REV1 13May2026) is critical, with Total Evaluated Price (TEP) for multi-award CLIN Groups incorporating both 50% and 100% of the Minimum Guaranteed Quantity (MGQ). A separate Small Business Subcontracting Plan for "other than small businesses" is excluded from Volume 4's 10-page limit.
