Scope of Work
The requirement involves providing professional accounting and communications support to the COPS Finance business unit and Communications Division. Key services include:
- Communications Management: Marketing/branding analysis, strategy development, collateral management, campaign support, and measuring branding efforts.
- Internal & External Communications: Research, strategy formulation, change management, stakeholder management, creating communication artifacts (talking points, news releases, web content), social media, and external website content governance.
- SharePoint Management: Day-to-day webmaster duties, user support, and system functionality maintenance.
- Data Management: Analytics on website usage and social media.
- Writing & Editing: Coordinating publication processes, producing materials (research documents, fact sheets, NOFOs, newsletters), and ensuring consistency with the COPS Office Style Guide.
- Business Process Analysis: Establishing, updating, and maintaining policies, processes, and procedures, documenting improvements, and supporting change management.
- Financial Management Support: Budget formulation, administrative execution, financial tracking and reconciliation, internal audit support, and research/correction of financial anomalies.
Key Requirements & Period of Performance
The effort requires a total of seven consultants: two for Communication Management, two for Business Process Improvement, and three for Financial Management, each with a minimum of four years of professional experience. Mid-level consultants are considered key personnel. The anticipated period of performance includes a base period from December 1, 2026, to November 30, 2027, with four additional option periods extending through November 30, 2031. Place of performance is the Department of Justice COPS Office in Washington, DC.
Submission Requirements
Interested parties must submit capability statements, including past performance, answers to questions in the attached Statement of Work (SOW), and any additional pertinent information.
