This solicitation is for commercial services to support the Corps Water Infrastructure Financing Program (CWIFP). It is a total small business set-aside and will be conducted in accordance with FAR Parts 12, 15, and 19, utilizing Best Value Tradeoff procedures. The contract will be firm fixed price (FFP).

The work involves supporting USACE in underwriting, accounting, project and borrower eligibility screening, FCRA compliance, and related financial efforts for federal credit programs. Specific tasks include:

• Loan Underwriting Support (Task 4.1)

• Budget Information Development and FCRA Support (Task 4.2)

• Federal Credit Program Training (Option Task 4.3)

• Loan Application Review Assistance (Option Task 4.4)

• Third Party Credit Risk Assessment (Option Task 4.5)

• Accounting Support for Federal Credit Programs (Option Task 4.6)

• Period of Performance: Base task 4.1 is 18 months; base task 4.2 is 12 months. Option tasks vary from 12-18 months. Maximum contract period is 60 months from award.

• Contract Type: Firm Fixed Price (FFP).

• Critical Controlled Unclassified Material (CCUM), Controlled Unclassified Information (CUI), Federal Contract Information (FCI) and Cybersecurity Maturity Model Certification (CMMC) are not applicable.

Performance Work Statement (PWS)

This PWS outlines the requirements for providing support to the U.S. Army Corps of Engineers (USACE) in the execution of the Corps Water Infrastructure Financing Program (CWIFP). CWIFP provides federal credit assistance for eligible water resource infrastructure projects.

The contractor will provide non-personal services to support USACE in various financial and administrative aspects of the CWIFP. Key areas include:

• Loan Underwriting Support: Assisting with the underwriting of up to five loans, including application review, borrower meetings, quantitative credit modeling, coordination with transaction teams, and preparing credit reports. This includes a base task and options for surge capacity.
• Budget Information Development and FCRA Support: Supporting responses to budget data requests, preparation for data entry into MAX.gov, and providing guidance on credit subsidy rate calculations, reestimates, and FCRA-related questions. This includes a base task and options for reduced effort.
• Federal Credit Program Training: Developing and conducting training courses on federal credit programs, such as underwriting, reestimates, or accounting practices.
• Loan Application Review Assistance: Assessing the creditworthiness and eligibility of applicants for a second Notice of Funding Availability (NOFA).
• Third Party Credit Risk Assessment: Conducting independent credit assessments of USACE's underwriting efforts for specific loans.
• Accounting Support: Assisting USACE in refining financial systems and procedures for accounting tasks related to federal credit programs, including compliance with OMB Circular A-11 and Treasury requirements.

Performance standards include demonstration of substantial experience in evaluating, analyzing, and negotiating infrastructure projects, with acceptable quality levels for all support tasks. Deliverables must be in publication quality and web-publishable format, complying with the CWIFP Style Guide and Section 508 requirements.

• Place of Performance: Contractor's site.

• Period of Performance: The contract POP will not exceed 5 years from the date of award. Specific task POPs vary, with Task 4.1 being 18 months and Task 4.2 being 12 months from award, with options extending these periods.

• Non-Personal Services: Contractor employees shall not perform inherently governmental functions and must clearly identify themselves as contractor personnel.

• Contract Administration: A single point of contact is required. The contractor is responsible for subcontractor management and ensuring no Organizational Conflict of Interest (OCI).

• Materials: All materials purchased under the contract, except expendable supplies, become the property of the Government.

• No ODCs or Travel: No Other Direct Costs (ODCs) or travel are required.

• AI Disclosure: Full disclosure of any Artificial Intelligence (AI) used in proposal or service development is required.

• Security: Personnel may require access to government facilities for meetings and are subject to security requirements and training. No Common Access Card (CAC) is anticipated.

• E-Verify: Compliance with the E-Verify program is required.

• Safety: Compliance with OSHA and DoD ESOH requirements is mandatory.

• Key Personnel: Resumes for key personnel are required, and the Government reserves the right to approve changes.
