Scope of Work

Submission & Evaluation
Proposals must be submitted electronically to the AAS Contracting Officer (Joe Loersch) and AAS Contract Specialist (Kimberly (Grace) Nelson). Offerors should email both contacts to verify receipt and confirm proposal acceptance. GSA's email system has a 25MB size limitation per email, and offerors are encouraged to test email transmission and password-protected documents at least one week prior to the due date. Evaluation will be based on technical factors and price. Technical proposals must be rated "Acceptable" or higher for price evaluation to occur. All evaluation factors other than price, when combined, are more important than price. Key Personnel & Project Staffing is the most important technical factor, followed by Technical Approach, and then Corporate Experience.
