Purpose

This is a market research effort, not a solicitation, to gauge industry interest and ability to meet NRL's technical requirements. The information gathered will help NRL explore potential small business opportunities and inform future procurement planning. No contract will be awarded based on this RFI, and the Government will not pay for information submitted.

Scope of Work

The requirement is for a turn-key solution encompassing two main components:

  • Corrosion Control and Coating Services: (Period of Performance: July 1, 2026 - December 31, 2026) This involves removing contaminants, repairing superficial damage, removing rust, and applying a two-part epoxy primer and acrylic topcoat to various AN/FSC-78 terminal components in Guam, including the reflector support, ring girder, equipment room, and azimuth cone assembly. The antenna reflector will be cleaned but not painted.
  • Reflector Panel Fabrication Services: (Period of Performance: July 1, 2026 - July 1, 2027) This requires fabricating new 18m (60 ft) reflector panels for the AN/FSC-78 antenna, adhering to industry standards. Panels must be made from aluminum alloy 6082-T6 or equivalent, undergo specific fabrication processes (bonding, anodizing), meet surface accuracy requirements, and receive an epoxy primer and polyurethane topcoat. Panels will be packed in a 40' container.

General Requirements: Contractors must have hands-on experience with the AN/FSC-78 Terminal in Guam and ideally source panels from the original manufacturer.

Required Personnel

Bidders must demonstrate their team meets specific personnel qualifications, including:

  • Key Personnel: Senior Antenna Technician (10+ years experience with large parabolic antennas), Senior Project Manager (5+ years), Senior Mechanical Project Engineer (10+ years), Quality Control Engineer (10+ years), and Mechanical Engineer (10+ years, PE certificate).
  • Non-Key Personnel: Junior Antenna Technician, Senior and Junior Machinists, and a Draftsman, all with relevant experience in large parabolic antenna systems.
