Statement of Work (SOW) / Performance Work Statement (PWS)

To provide Automated External Defibrillator (AED) medical and program oversight for the U.S. Department of Justice, Criminal Division (CRM), in accordance with D.C. regulations, including technical support, periodic maintenance, troubleshooting, and annual training for CRM employees.

• Project Management: Annual meetings with the Emergency Management Specialist to review plans, clarify expectations, and establish communication protocols.

• AED Program Management: Coordinate with DC Fire and Emergency Medical Services (FEMS), provide medical oversight, conduct quarterly inspections of approximately 40 AED devices, maintain an updated list of AEDs and their components (batteries, pads), and provide periodic maintenance and unscheduled technical support.

• Training: Provide CPR, AED, and Stop the Bleed (STB) certification training for a minimum of 30 CRM personnel annually. Training must meet specific D.C. Code and American College of Surgeons requirements. Maintain rosters of certified personnel.

• Quarterly inspection reports of AED hardware.

• Updated list of AED hardware, including serial numbers, locations, and expiration dates for pads and batteries.

• Replacement schedule for expiring components and coordination of replacements.

• Technical support for AED hardware troubleshooting and maintenance.

• Records of CPR/AED and STB certifications, including personnel names, locations, and expiration dates.

• Period of Performance: Base Period: April 1, 2026 - March 31, 2027. Four Option Periods extending through March 31, 2031.

• Place of Performance: 1331 F Street NW, 1301 New York Avenue NW, 1400 New York Avenue NW, and 950 Pennsylvania Ave NW, all in Washington, D.C.

• Key Personnel Qualifications:

  • Training Personnel: Certified to conduct CPR/AED training meeting specified standards and registered with the American College of Surgeons Stop the Bleed Program.
  • Medical Oversight: A DC-licensed physician to oversee the program, including training, coordination with DC Fire and EMS, protocol approval, and equipment maintenance.
  • Project Manager: Demonstrated experience in managing AED programs of similar size and scope.

• Work Hours: Monday through Friday, 7:00 AM to 5:30 PM, excluding Federal holidays.

• Travel: Not anticipated and not reimbursable. Telework is not permitted.

• Invoicing: Submit invoices within 5 workdays of training completion or equipment ordering. Payment via ACH direct deposit.

• Acceptance Criteria: Work products must be accurate, clear, consistent with requirements, and submitted in the agreed-upon format and timeline.

Best Value, Tradeoff Process. Technical evaluations will be considered first, with price as a secondary factor.
