Scope of Work

Eligibility / Set-Aside
This acquisition is UNRESTRICTED. Offerors must be authorized to operate and do business in Japan and possess all required training, qualifications, valid licenses, permits, and authorizations under Government of Japan law. The NAICS Code is 488320 (Stevedoring) with a size standard of 850 employees.
Submission & Evaluation
- Quotations must be submitted on an "ALL or NONE" basis.
- CLINs will have a firm-fixed unit price (FOB Destination, Door-to-Door).
- Requests for clarification must be submitted in writing via email by Friday, May 1, 2026, 10:00 AM Japan Standard Time (JST).
- Required submission documents include: Signed SF 1449, signed SF30 amendments (if applicable), detailed price breakdown, published price list (if available), and other specified documentation.
- Evaluation will be based on technical capability and price, with award to the lowest price quote. Past performance may be considered if it indicates the lowest price quote may not be the most advantageous.
