Statement of Work (SOW) / Performance Work Statement (PWS)

To provide comprehensive facilities maintenance support services for the Capital Region Readiness Center (CRRC), a mission-critical, 24/7/365 operation within the VA National Data Center network.

The contractor will be responsible for operating, monitoring, maintaining, repairing, and supporting the CRRC's mission-critical infrastructure systems. This includes routine operations, preventive maintenance coordination, corrective maintenance coordination, system monitoring, testing oversight, reporting, and ensuring compliance with applicable standards and regulations. Key areas of responsibility include:

• General Maintenance (carpentry, painting, plumbing, concrete repair, etc.)
• HVAC Maintenance (BCUs, chillers, RTUs, etc.)
• Generator Maintenance (including fuel systems)
• Electrical Maintenance (switchgear, UPS, power distribution, etc.)
• Computer Room Air Handlers (CRAH) maintenance
• Building Management System (BMS) maintenance
• Clean Agent Fire Suppression System maintenance
• Vehicle Gate Entry and Exit Systems maintenance
• Loading Dock Platforms and Levelers maintenance
• Wheelchair Lift maintenance
• Overhead Doors maintenance
• Roof-Mounted Safety Barriers and Roof Hatch Barriers maintenance
• GAF-TPO Membrane Roof Maintenance
• Fixed Glass Windows and Glazing Systems maintenance
• Stanley Commercial Entry and Passage Door Systems maintenance

Performance will be measured through a Quality Assurance Surveillance Plan (QASP), focusing on:

• Understanding and meeting requirements

• Efficient and effective service delivery

• Technical needs and mission requirements fulfillment

• Quality of services/products

• Quick response capability

• Timely completion of products and deliverables

• Proactive notification of potential problems

• Currency of expertise and necessary knowledge/skills

• Staffing: Minimum of two (2) qualified building-support personnel onsite at all times, 24/7/365. Specific key technical positions include Site Manager/Program Manager, Lead Critical Systems Engineer, Electrical Technicians, Multi-Trade Critical Infrastructure Technicians, Controls/BMS/SCADA Technician, and Administrative Support.

• Personnel Qualifications: Minimum of three (3) years of hands-on experience with mission-critical facility systems, current OSHA/NFPA training, and demonstrated troubleshooting capabilities. Specific qualifications are detailed for various roles.

• Security: Personnel must meet background investigation requirements (Low/NACI, Moderate/MBI, High/BI) based on their tasks. Prescreening, roster submission, and e-QIP process are required.

• Reporting: Includes Quarterly Competency Verification Report, Monthly Staffing Compliance Log, and Daily Remote Monitoring Logs.

• Response Times: Emergencies must be responded to within 4 hours; Urgent within 24 hours; Routine within 2 days.
