Solicitation / RFP / RFQ

This solicitation is for contractor services for onsite preventative maintenance and optional emergency repair for one (1) Waygate CRxVision computed radiography (CR) scanner. The services are to maintain the system in accordance with Original Equipment Manufacturer (OEM) specifications and the Performance Work Statement (PWS).

• Annual preventative maintenance (PM) and optional emergency repair services.

• Assignment of an OEM certified Field Service Engineer with verifiable experience on the Waygate CRxVision system.

• Furnishing of all necessary tools, parts, and transportation.

• Use of new, OEM-specified parts for maintenance or repair.

• On-site work to be completed at a designated location within Pearl Harbor Naval Shipyard (PHNSY) & IMF, Pearl Harbor, HI.

• PM work to be completed within two (2) consecutive business days.

• 10 U.S.C. 3133 Authority is invoked.

• Pricing Arrangement: Firm Fixed Price.

• The contract includes an option to extend services (FAR 52.217-8) and an option to extend the term of the contract (FAR 52.217-9).

• The period of performance for the base contract (Item 0001) is from June 15, 2026, to June 14, 2027.

• An itemized price breakdown is required to determine price reasonableness.

• Evaluation will be based on Technical Capability, Past Performance, and Price, using a best-value determination.

• CMMC Level 1 (Self-Assessment) certification is required at the time of award and for the duration of the contract.

• This acquisition is set aside for Small Business.

• Availability of Funds: Funds are not presently available for this contract. The Government's obligation is contingent upon the availability of appropriated funds.

• OPSEC Plan Not Required. Contractors shall meet the requirements of all solicitation and award attachments.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide the government with all-inclusive onsite annual preventative maintenance (PM) and optional emergency repair service calls for one (1) Waygate CRxVision computed radiography (CR) scanner.

• Annual onsite preventative maintenance (PM) for the Waygate CRxVision CR scanner.

• Optional emergency service calls for emergent repair of the CR scanner.

• Services to be performed at Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY & IMF).

• The specific equipment is a Waygate CRxVision CR scanner, model 5517/100, serial number 01697, acquired in 2024.

• Annual PM service must be 100% completion per OEM checklist.

• Emergency repair service requires an on-site response within an agreed timeframe.

• Field Service Report must be delivered within 5 business days of service completion.

• On-site work to be completed at PHNSY & IMF, Pearl Harbor, HI.

• PM work to be completed within two (2) consecutive business days.

• Emergency repair timelines to be established as needed.

• Normal working hours are Monday-Friday, 0630-1500 hours, excluding Federal Holidays.

• Contractor must be an authorized service provider for Waygate Technologies.

• Personnel must be Original Equipment Manufacturer (OEM)-certified Field Service Engineers with verifiable experience on the Waygate CRxVision system.

• Contractor must provide a designated Point of Contact (POC).

• All parts used for maintenance or repair must be new, OEM-specified parts.

• Contractor personnel must pass a background check and meet security requirements for base access, including U.S. Citizenship.

• Contractor must develop and maintain a Quality Control Plan (QCP).

• Adherence to data security and confidentiality protocols is required.

• Contractor must comply with all PHNSY&IMF rules, regulations, and training.
