Contract Details

Evaluation Criteria
Award will be made to the offeror representing the best value to the Government, based on the following criteria, with no tradeoffs:
- Technical Approach: Evaluates the offeror's ability to provide a sound and compliant approach, meet schedule requirements, and thoroughly understand all requirements. Offerors must detail any SOW requirements they cannot successfully accomplish.
- Price: Must be fair and reasonable. Failure to propose pricing for all line items may result in exclusion.
- Past Performance: Assessed as Acceptable or Neutral using references, past USDA contracts, and CPARS. Unacceptable past performance will disqualify an offeror. Award will go to the highest technically rated offeror, provided price is fair and reasonable and past performance is acceptable/neutral.
