Submission & Evaluation

- Phase 2: Presentation/Pitch (if applicable): Invited companies demonstrate solution viability, including ROM price and schedule. Evaluated on relevancy, technical merit, uniqueness, risk, and business viability.
- Phase 3: Commercial Solution Proposal (CSP): Selected companies submit a full proposal (Technical and Price volumes). Evaluated on technical approach, performance schedule, and price reasonableness. The Government will not pay for costs associated with solution brief or presentation/pitch submissions.
Eligibility
Open to both traditional and non-traditional defense contractors. Companies must have a Unique Entity ID (UEI) and be registered in SAM.gov and the PIEE system for award.
