Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW outlines the requirements for "Repoint Brick" at the PVT Sterling L. Morelock USARC (PA079) in Pittsburgh, PA.

• General Contractor Responsibilities: Furnish all labor, equipment, materials, and expertise to perform the work as specified.

• On-Site Requirements: Provide own storage shed/trailer; verify all measurements and specifications on-site prior to starting; coordinate with QAR for location.

• Materials: Use new, unused materials unless otherwise specified; materials stored on-site are subject to QAR inspection.

• Work Commencement: No work prior to "Notice to Proceed" and pre-construction meeting. Notify COR/QAR 72 hours before commencing and completing work.

• Submittals: Submit equipment/material submittals 30 days prior to ordering, for QAR approval.

• Work Hours: Monday-Friday, 0800-1630, excluding legal holidays. Deviations require prior written coordination.

• Compliance: Adhere to all applicable Federal, State, and Local environmental regulations, and safety standards (OSHA, NFPA, Army Regulation 420-1, USACE EM 385-1-1).

• Hazardous Materials: Follow procedures for handling, storage, and disposal of hazardous materials, including PCB, asbestos, and lead. No discharge into waterways. Provide SDS for chemicals used.

• Waste Disposal: Dispose of all waste off-site in accordance with regulations. Provide disposal records within 30 days of project completion.

• Quality Control: Implement an effective quality control program, including inspections and testing, to ensure conformance with specifications. The contractor's appointed job site supervisor may serve as the Quality Representative (QR).

• Defects: Uncorrected defects must not be concealed. Payment will be withheld until defects are corrected.

• Government Inspection: The Government reserves the right to inspect work at any time and stop or terminate the contract if work does not comply with specifications.

• Location: PVT Sterling L. Morelock USARC, 7100 Leech Farm Rd, Pittsburgh, PA 15206.

• Period of Performance: 120 Calendar Days from the Notice to Proceed.

• Pre-Construction Meeting (PCM): Required prior to commencing work to discuss and define procedures and materials. Field verification of measurements and locations is mandatory.

• Project Scope: Includes repointing exterior walls (approx. 21,000 SF), repairing/replacing lintels (approx. 54), replacing bricks (approx. 750), and addressing windowsills (approx. 46).

• Materials Analysis: Contractor must analyze existing mortar and brick composition to replicate strength, color, and characteristics.

• Demo: Remove mortar, bricks, windowsills, and lintels as specified. Clean efflorescence. Remove wall-mounted items.

• Install: Install new bricks and mortar compatible with existing materials. Repoint joints to match existing color, strength, and texture. Repair lintels. Seal wall penetrations. Clean masonry walls with high-pressure water.

• Warranty: Provide a ten-year written warranty covering defects such as discoloration, loss of bond, and efflorescence.

• Deliverables: Submit O&M manuals, cut sheets, manufacturer specifications, as-built plans, and warranty information. Provide certifications and samples of materials used. Provide shop drawings and final documentation.
