Statement of Work (SOW) / Performance Work Statement (PWS)

NIST is seeking an ASME "R" stamp qualified boiler repair and welding contractor to perform critical repairs on the CUP boilers and clean underground fuel tanks at the Gaithersburg, MD facility.

• Boiler Repairs:

  • Replace water column piping on boilers #1, #2, #3, & #4 with new Schedule 80 pipe, valves, and fittings.
  • Replace four (4) existing Yarway boiler blowdown valves on boilers #5 & #6 with new matching valves.

• Fuel Tank Cleaning:

  • Flush, clean, and biocide treat eight (8) 30,000-gallon diesel fuel tanks (tanks 1, 2, 7, and 8).
  • Process involves pumping off water, biocide treatment, filtering fuel through multiple stages, and returning cleaned fuel to the tank.
  • Add fuel stabilizer to treated fuel.

• All work must be completed in a workmanlike manner, leaving fully functional systems.

• Fuel tank cleaning requires testing to show both fuel and tank are free of contaminants.

• Place of Performance: Building 302, NIST, Gaithersburg, Maryland.

• Period of Performance: 220 days from the signing of the Notice to Proceed.

• Work Hours: Monday through Friday, 6 AM to 6 PM Eastern Time, excluding Federal holidays.

• Certifications: Contractor must possess a minimum of ten (10) years of experience repairing high-pressure boilers under ASME "R" code. Must maintain ASME welding certification and NBBI "R" certification throughout the contract. Loss of certification will result in contract termination.

• Safety: Contractor must provide an OSHA-compliant safety plan within 5 days of award. All required safety equipment (PPE) and training must be provided.

• Badging/Access: Compliance with HSPD-12 is required for facility access. Contractor must submit a list of personnel requiring badging within 15 days of Notice to Proceed. Non-U.S. citizens require additional verification. After-hours work requires a government escort.

• Government Furnished Material: None provided.

• Reporting: Weekly project updates via email are required.

• Invoicing: Invoices submitted once per month, with certified payroll required prior to submission.

• Keys: Issuance of building keys does not apply to this contract.

Sources Sought

This is a Request for Information (RFI) / Sources Sought notice issued by the National Institute of Standards and Technology (NIST) to gather market research. NIST is seeking information on the availability and capability of small businesses and other than small businesses to provide ASME "R" stamp qualified boiler repair and welding services, including high-pressure steam boiler repair and fuel tank cleaning at Bldg. 302, NIST, Gaithersburg, MD. This notice is for market research purposes only and is not a solicitation.
