This document provides a clarification regarding insurance requirements for the opportunity.

• Question: Will the Government accept a letter of intent or insurance binder from a licensed insurance provider instead of an active policy at the time of quote submission?
• Answer: No, all proposed candidates must be covered by an active insurance policy at the time the quote is submitted.

Bidders must ensure they have an active insurance policy in place when submitting their quotes, not just a letter of intent or binder.

Solicitation / RFP / RFQ

This solicitation is for Medical Services for the Curlew Job Corps Center in Curlew, WA. The U.S. Department of Labor (DOL) seeks to procure these services to provide basic health services to at-risk youth and young adults enrolled in the Job Corps program. Services include examinations, assessments, treatment, prescription issuance, immunizations, health monitoring, and prevention planning.

• Provide on-site medical services in accordance with Federal laws/regulations, OSHA, HIPAA, state, and local laws, and AMA guidelines.

• Services include medical, dental, mental health, and drug & alcohol intervention.

• Focus on early identification and diagnosis of medical problems, basic health care, health promotion, and education.

• Maintain patient privacy and confidentiality.

• Contractor personnel must possess active, unrestricted licenses to practice in the state.

• Background checks and drug testing may be required.

• No specific deliverables are required beyond the provision of services.

• This is a Firm Fixed Price contract.

• It includes a base year and four (4) one-year option periods.

• The contract period of performance is anticipated to be from April 29, 2026, to April 28, 2031, with a potential six-month extension.

• The estimated total hours for medical services are 416 hours per year for the base and option years, with an additional 208 hours for the extension.

• Proposals will be evaluated based on Technical Capability, Past Performance, and Price.

• Award will be made to the offeror representing the best value to the Government.

• The proposal must include a completed Quoter's Questionnaire, Schedule of Services with pricing, acknowledgement of amendments, and relevant licenses and insurance.

• Key personnel require resumes, medical licenses, DEA registration, and medical liability insurance.

• Questions are due by March 24, 2026, at 5 PM Eastern Time.

• Offers are due by April 1, 2026, at 5 PM Eastern Time.

• The solicitation does not specify a set-aside.

• The solicitation incorporates numerous FAR clauses by reference.

• Offerors must register in SAM.gov and complete annual representations and certifications.

• Past performance evaluations will be conducted via CPARS.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide on-site medical services for students at the Curlew Job Corps Civilian Conservation Center (JCCC), ensuring comprehensive healthcare that supports their employability.

• Services: Provide medical, dental, mental health, and drug & alcohol intervention services. This includes examinations, assessments, treatment, prescription issuance, immunizations, health monitoring, hospitalization recommendations, follow-up care, and prevention planning.

• Focus: Early identification and diagnosis of medical problems, basic health care, health promotion, prevention, and education to help students overcome barriers to employability.

• Personnel: Services to be provided by a Physician and/or Nurse Practitioner/Physician Assistant.

• Coordination: Integrate medical services with other health and wellness components on Center and coordinate with the Health and Wellness Director and/or Center Director.

• Documentation: Maintain accurate records on the Student Health Record (SHR) and Job Corps Health and Wellness Program forms.

• Specific Tasks: Treat minor conditions, manage chronic conditions, provide family planning education, prescribe medications (including Schedule II), collaborate with counselors, participate in committee meetings, maintain equipment, and report health-related matters monthly.

• Adherence to Federal laws/regulations, OSHA, HIPAA, state and local laws, and American Medical Association guidelines.

• Use of efficient and cost-effective, evidence-based healthcare practices.

• Coordination with Substance Abuse Counselor and Center Medical Counselor.

• Participation in continuous quality improvement activities and health education development.

• Positive and productive manner to facilitate student willingness to pursue treatment plans.

• Compliance with infection control policies.

• Location: Curlew JCCC, 3 Campus St., Curlew, WA 99118.

• Schedule: On-site services required weekly, typically one to two days per week, Monday-Friday, 8 am – 5 pm, on mutually agreed upon days and hours. Services are subject to change based on Center OBS and PRH requirements, with modifications via contract amendment.

• Personnel Qualifications: Active, unrestricted license to practice independently in the state; maintain licensing, certification, and insurance; agree to background check and drug testing.

• Supervision: Provide supervision to Nurse Practitioner and/or Physician Assistant as required by state regulations.

• Reporting: Monthly reports to Center Director and HWD; timely reporting of adverse student behavior incidents.

• Security: Contractor personnel and property must be secured per Center requirements.

• Data Rights: Student records and reports are property of the US Government.

• Government Furnished: Adequate workspace, equipment, supplies, and materials will be provided.

• Holidays: Contractor personnel will not be scheduled on specified Government holidays.

• Invoicing: Monthly invoices submitted via IPP.

• Performance Assessment: Subject to annual and final evaluations via CPARS.
