This Performance Work Statement (PWS) outlines the requirements for providing custodial services for the U.S. Army at Devens Reserve Forces Training Area (RFTA) in Devens, Massachusetts. • Locations: Services will be performed at approximately 66 facilities across the Main Cantonment, 3400 Area, and South Post.

• Performance standards are detailed in the PWS and further specified in Part 8, Attachment/Technical Exhibit TE-4 (Enterprise Municipal Custodial Services Tasks and Frequency Performance Standards).

• A detailed work log of accomplished tasks and dates must be maintained and submitted monthly.

• Contractor performance will be monitored against cost, schedule, and performance requirements.

• The contract type is Firm Fixed Price (FFP) with some "As Required" CLINs.

• Normal hours of operation are Monday through Friday, 0730-1600 hours, excluding Federal holidays or closures.

• Work will be performed throughout the entire area occupied by Devens RFTA.

• Security: Facilities may contain sensitive data requiring Government personnel escort. The contractor must provide a cleaning schedule and personnel lists for restricted areas. All personnel and vehicles are subject to search. Specific security training (AT Level I, iWATCH, OPSEC, Threat Awareness) is required within 30 days of contract start.

• Key Control: Strict procedures for managing issued keys and key cards are required, with no duplication permitted.

• Contractor Personnel: Must be legal U.S. residents (CONUS), able to communicate clearly in English. Key personnel (Project Manager, Quality Control Manager) must be designated with resumes submitted. Contractor personnel must be clearly identified.

• Quality Control: An effective quality control program must be developed and maintained.

• Environmental Compliance: Utilization of environmentally preferable and bio-based products is required. Hazardous waste generation must be reduced.

• Materials and Supplies: Contractor must provide specified cleaning supplies and equipment, meeting all applicable regulations. Safety Data Sheets (SDS) for materials must be submitted for approval.

• Reporting: Various reports are required, including work schedules, accident reports, quality control reports, and contractor labor hour reports.
