The Great Lakes St. Lawrence Seaway Development Corporation (GLS) is seeking a contractor to provide custom marine rubber fenders and steel mounting hardware. This requirement is being solicited as a Total Small Business Set Aside.

• Quotes must be submitted electronically via email to chora.snyder@dot.gov.

• Evaluation Approach: Lowest Price Technically Acceptable (LPTA).

• Technical Response Limit: 15 pages.

• Past Performance: 2-3 references from the last five years, limit 3 pages.

• Pricing: Must be submitted on Attachment B - Pricing Sheet.

• Total Small Business Set Aside.

• Quoters must be registered in SAM.gov with an active registration at the time of solicitation closing and award.

• SAM.gov profile must reflect Small Business status for NAICS 326291.

• This announcement constitutes the only solicitation; no written solicitation will be issued.

• Invoices must be submitted via the Delphi e-Invoicing web-portal.

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure custom fabricated marine rubber fenders and steel mounting hardware.

• Manufacture fender elements from natural, butyl, or EPDM rubber, compounded for resistance to aging, water exposure, weathering, fatigue, and abrasion.

• Material must be uniform, free from contamination, cracks, or defects.

• Rubber color must be black.

• Material must withstand ambient temperatures from -40°F (-40°C) to +100°F (+37.8°C).

• Specific material requirements include:

  • Tensile Strength: 2000 PSI (13.8 MPa) (ASTM D-412)
  • Min. Elongation: 300% (ASTM D-412)
  • Hardness - Shore A Durometer: 70 +/- 5 (ASTM D-412)
  • Compression Set: 25% (Max) (ASTM D-395 Method B)
  • Min. Tear Resistance: 200 PPI (350 N/cm) (ASTM D-624 Die B)
  • Ozone Resistance: No Cracks (ASTM D-1171, 100°F @ 50 ppm)

• Supply steel mounting hardware, including 4” steel Angle Mounts and 2 ½” steel Clamp Bar pieces as detailed in drawing SLS-370-274 Rev. 2.

• All steel shall conform to ASTM A36.

• Delivery: No later than 90 days after award.

• Place of Performance: GLS Receiving Warehouse, 251 Fregoe Road, Massena, New York.

• Certificates of conformance to specified rubber standards must be supplied with the rubber when shipped.

• Coordinate deliveries with GLS at least two weeks prior to delivery due to limited receiving hours and forklift capability.

• Request GLS support for unloading logistics if needed.

• Proper dunnage must be supplied on delivery trucks for forklift access.

• Steel materials shall be palletized and strapped.
