Sole Source Justification
The Government intends to procure this requirement under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, citing only one responsible source. Rolls-Royce Corp is identified as uniquely qualified due to being the original designer and prime manufacturer. They possess all necessary technical data, drawings, specifications, design intent information, and recent design changes required to avoid undesirable interactions between existing and redesigned hardware. Furthermore, RR has immediate access to specialized tooling, equipment, and test facilities essential for verifying, designing, and testing new engineering solutions. Privately developed data, materials, and design processes are the sole property of RR.
