Scope of Work

The material is designated as critical, requiring special control procedures. Delivery is expected within 220 days per each line item.

Eligibility & Requirements

  • Source Approval: Only companies with Naval Air Systems Command (NAVAIR) engineering source approval are eligible. New manufacturers must submit a Source Approval Request (SAR) by the solicitation closing date, including detailed documentation such as configuration drawings, process sheets, production delivery records, comparative analysis, and inspection method sheets.
  • First Article Testing (FAT): Required for one (1) uncoated unit. The contractor must notify the PCO, ACO, and QAR 14 days prior to testing, which will be witnessed by government personnel, including Jose Torraca (NAWCADLKE QA Rep). A First Article Test Report is due within 15 calendar days of testing. Waivers for FAT may be granted for offerors who have previously furnished identical production articles within three years, using the same production facility.
  • Quality Assurance: Extensive QA requirements apply, including 100% PCO mandatory inspection at source under DCMAO QAR surveillance. Critical and major characteristics require 100% inspection, with specific AQLs for threads/dimensions and minor characteristics. Critical manufacturing processes include Heat Treat, Welding, Casting(s), and MPR. Special inspections like Magnetic Particle, Surface, Penetrant, and Radiographic are required. NADCAP accreditation is mandatory for NDT companies.
  • Government Surveillance: NAWCADLKE QA representatives may conduct surveillance for the first lot and subsequent lots. Contractors must notify Jose Torraca (jose.g.torraca.civ@us.navy.mil) and the PCO 14 working days prior to final inspection and 10 days prior to in-process inspections.
