Evaluation
The DEA intends to negotiate on a sole source basis with D-Fend Solutions due to the proprietary nature of the systems. However, in accordance with FAR 5.207(c)(16)(ii), vendors capable of meeting the Government's requirements may submit a capability statement for consideration. A determination by the Government not to open the requirement to competition based on responses is at its sole discretion. This notice is not a request for competitive quotation, and an RFQ is not available.
